About this file
This document is a Request for Information (RFI) issued by the Massachusetts Bay Transportation Authority (MBTA) seeking information and samples from Acoustic Vehicle Alert System (AVAS) manufacturers regarding the capabilities of their sound generation systems and applicability to MBTA hybrid and battery electric buses. The purpose of the RFI is to assist the MBTA with best-practice information for procurement of an AVAS sound generation system, determine whether existing AVAS designs are available that could be readily usable for MBTA service, identify potentially interested bidders, and identify key criteria that should be considered to avoid eliminating interested bidders. The RFI asks manufacturers to provide detailed product information and respond to technical and commercial questions. Responses are due by Friday, September 16, 2022 at 4:00pm via the COMMBUYS procurement platform. The RFI indicates that the MBTA may invite selected respondents to meet with the evaluation team to discuss their responses in greater detail.
The RFI does not provide specific pricing or funding information. It states that the MBTA will not reimburse organizations for any costs associated with responding to the RFI. The MBTA is seeking this information to support the procurement of AVAS systems for its hybrid and battery electric bus fleet in order to provide audible alerts to the general public, assistance animals, domesticated animals, and wildlife in the reduced noise environment of electric vehicles.

Alerting System (AVAS) RFI Number #131-22 CommBuys Bid Number
Introduction:
The MBTA is committed to reducing its carbon footprint and providing safe and reliable transportation.
New bus technology allows hybrid buses to operate in electric vehicle (EV) mode for extended periods thereby reducing emissions. Battery Electric Buses (BEB) and hybrid buses operating in EV mode reduces noise pollution, however, the reduced noise levels does not provide sufficient audible alert to nearby general public, assistance animals, domesticated animals and wildlife.
Purpose of Request for Information (RFI) The purpose of the RFI is to obtain information and samples from Acoustic Vehicle Alert System (AVAS) manufacturers about the capabilities of their sound generation systems and applicability to MBTA hybrid and battery electric buses.
Transit bus AVAS system manufactures are requested to provide detailed product information and response to the questions below.
