About this file

This document is a Request for Information (RFI 1218) issued by the Office of Children and Family Services (OCFS) seeking vendor responses for the development of an automated child protective intake decision-making tool. The RFI solicits detailed information from potential vendors regarding their capabilities to create a user-friendly, confidential tool that can analyze approximately 300,000 annual intake calls across 150 staff members, with the primary goal of measuring consistency, equity, and accuracy in child protective service intake processes. Responses were required to be submitted electronically via email to funding@ocfs.ny.gov, with specific requirements for vendors to provide contact information, organizational mission statements, previous experience, service delivery capabilities, and proposed design approaches.

The RFI requests vendors to provide comprehensive details including cost estimates for tool development, implementation, and post-implementation analysis, along with insights into potential challenges in creating such a complex decision-making system. Vendors are asked to demonstrate their prior experience with similar child welfare information systems, describe their approach to developing an automated tool that can handle diverse intake call scenarios, and indicate any previous funding received from OCFS or other public sources. The document emphasizes the need for a solution that is easily implementable, user-friendly, adaptable to different complexity levels, and cost-effective, with a focus on maintaining confidentiality and providing meaningful data analysis for child protective intake processes.
