About this file
This document is a Request for Information (RFI) #116-25 issued by the Massachusetts Bay Transportation Authority (MBTA) for a Fixed License Plate Recognition (LPR) Solution. The MBTA seeks to understand the current market for an LPR event detection system for parking lot enforcement, with the goal of capturing entry and exit events, generating citations, and managing parking facilities. The RFI was issued on 4/2/2025, with key dates including a responders teleconference (date TBD), a deadline for submitting questions on July 31, 2025, and a final RFI response deadline of August 14, 2025. The ideal system should be able to detect vehicle entry and exit, identify vehicle plates, track event statuses, generate citations, provide a web portal for citation review and payment, and integrate with other parking processing systems.
The RFI requests detailed information from potential vendors about their LPR solution, covering topics such as product functionality, citation processing, metadata capture, environmental requirements, installation processes, day-to-day operations, hardware compatibility, security measures, and accessibility compliance. Vendors are asked to specify whether features are currently available, in development, or would require custom development. The document seeks comprehensive details on system capabilities, including integration potential, data storage and transmission methods, information security controls, and licensing models. The MBTA intends to use the responses to understand current market capabilities and potentially develop a subsequent Request for Proposal (RFP) for implementing a fixed LPR solution.

1. Description or Purpose of Procurement:
Through this Request for Information (RFI), the MBTA seeks to understand the current market for an LPR (License Plate recognition) event detection system, that would be used for parking lot enforcement. By capturing entry and exit events, along with meta data, that can be utilized to issue citations.
The ideal enforcement system should:
· Be able to detect a vehicle upon entry and exit (an “event”) at a parking facility, with or without a vehicle plate
· Be able identify a vehicle plate (Characters and the State where each vehicle is registered.)
· Track event status (paid, not paid, validated) within a reasonable level of accuracy that reconciles with the true state of the parking facility – i.e. occupancy count and or individual vehicle status tracking from entry to exit.
· Detected “event” generates sufficient meta data to facilitate vehicle registration look up with the RMV/DMV.
· Be able to send a citation, or a notice letter containing multiple citations, to the correct vehicle owner.
· Be able to track the status of open citations.
· Have web portal that would allow users to review and pay citations.
· Have an infrastructure to manage and transfer payment to the MBTA.
· Be able to do data analysis, based upon the citation process.
· Be expandable, to accommodate multiple lots or garages
· Have a clear and reliable support apparatus.
· Be currently in use to manage parking business rules, delivering a high percentage accuracy.
· Have an option for administrators to review and edit events and produce reports.
· Be able to integrate with other parking processing systems, such as Citation Management Engines, Pay-by-Cell Services.
2. Requested Information (RFI Response):
When answering the RFI questions, please clarify.
· Is the feature/functionality currently available as part of the default "off-the-shelf" product.
· Is the feature/functionality currently in-development or planned for future development.
· Would feature/functionality require development.
· Is the feature/functionality unavailable.
Response should be submitted within COMMBUYS and should address the following topics:
