About this file

This document is a Request for Information (RFI) issued by the California Department of Water Resources (DWR) Statewide Water and Energy, Electricity Supply and Strategic Reserve Office (ESSRO). DWR is seeking information from potential site owners for the siting and interconnection, either singly or together, of two GE TM2500 gas turbine units, Selective Catalytic Reduction (SCR) equipment, and associated support equipment. The requested information will help DWR identify suitable sites, assess site suitability for one or two TM2500 units, evaluate interconnection availability, and determine the sites' ability to support DWR's Electricity Supply Strategic Reliability Reserve Program (ESSRRP). The RFI provides details on the GE TM2500 units, fuel and water requirements, and the requested cost-sharing arrangement between DWR and the site host. Responses are due by April 19, 2024, and DWR plans to use the information gathered to potentially issue a future solicitation in accordance with applicable procurement laws and regulations.

DWR is requesting that potential site hosts share the costs of installing and operating the TM2500 units. DWR will provide the turbine units, SCRs, and supporting equipment, while the site host will be responsible for providing a suitable site, electrical interconnection, gas and water supply, operations and maintenance cost-sharing, and support for obtaining required permits. The RFI also outlines the site requirements, including the ability to interconnect to the California grid or another Balancing Authority Area, availability of natural gas and water supplies, and the ability to support operations and maintenance of the units.

SECTION TWO

GOAL AND BACKGROUND INFORMATION

I. Goal and Background Information California is a leader in driving the affordable and equitable transition to a clean reliable energy system and economy. However, the impacts of climate change are occurring sooner and with more intensity and frequency than previously anticipated. Extreme events, exacerbated by climate change, including heat waves, wildfires, and drought, combined with other factors, such as supply chain disruptions, are jeopardizing California’s ability to build out the electrical infrastructure needed to maintain affordability and reliability. As California transitions to a clean energy future and contends with these and other challenges, sufficient generation capacity to maintain grid reliability during extreme events will be required. California must ensure electricity reliability during this period of heightened risk, which includes extraordinary near-term measures and substantive changes to mid-term energy policy, while also ensuring the multifaceted California electrical grid is best positioned to sustainably and equitably achieve California’s clean energy future, climate targets, and air quality requirements.

DWR owns two General Electric (GE) TM2500 gas turbines equipped with Selective Catalytic Reduction (SCR) emissions control equipment and associated support equipment (collectively the two TM2500 units). The two TM2500 units are currently operating as part of the Department of Water Resources’ (DWR’s) Electricity Supply Strategic Reliability Reserve Program (ESSRRP), which is funded through 2030/31. DWR may need to move the two TM2500 units from their current location after fall of 2024 and is requesting information regarding potential new location(s) for the units and associated equipment. ESSRRP assets operate to ensure the continued reliability of California’s electrical grid, particularly during “extreme events,” as defined in the Public Resources Code. The units currently use natural gas fuel1 and operate to support the resource category of “new emergency and temporary power generators of five megawatts or more” (Water Code § 80710, subd. (b)(1)(B).). ESSRRP assets respond to grid or local emergencies (via the Western Energy Imbalance Market) as declared by a California BA2 for an Energy Emergency Alert (EEA) Watch level or higher. No other use (i.e., economic dispatch) will be permitted for the units as part of the ESSRRP. Ownership of the units and associated equipment may be negotiated for the period beyond the exclusive DWR ESSRRP term. Based on current program parameters, the exclusive DWR ESSRRP term must not extend beyond June 30, 2030.

DWR is requesting site details, interconnection availability, water supply, and gas supply details to support the installation of one or more3 GE TM2500 gas turbines, SCRs, and supporting equipment, for available operation starting summer of 2025. DWR will coordinate with the California Energy Commission (CEC) to permit the project(s) pursuant to the CEC’s jurisdiction.

DWR is requesting that all potential site hosts share in the cost of installing and operating the TM2500 units as follows:

1 The units are capable of running on a blend with hydrogen depending on the availability of hydrogen fuel and generator upgrades.

2 Defined as a balancing authority with load significantly located within California as follows: Balancing Authority of Northern California, California Independent System Operator, Imperial Irrigation District, Los Angeles Department of Water and Power, and Turlock Irrigation District.

3 DWR prefers to place both TM2500 units together. However, DWR is also interested in sites with availability for a single TM2500 package only.

DWR to provide:

• One or two TM2500 units, SCRs, and supporting equipment to make a complete operating generator.

• Decommissioning at the current location, transportation, and delivery of all equipment to the new site.

• CEC environmental permitting support.

• Construction and commissioning for the TM2500 units.

Site Host to provide:

• Site and any improvements suitable for up to two TM 2500 units, SCRs, and support equipment at no cost to DWR.

• Electrical interconnection, including revenue metering, coordinating with California BAs, and any electrical upgrades required for interconnection including the generator step-up transformer at no cost to DWR.

• CEC site license application

• Cost sharing for gas interconnection, water supply, and gas supply suitable for the operation of up to two TM 2500 units including compression if needed.

• Cost sharing for Operations and Maintenance during the DWR ESSRPP agreement.

• Cost sharing and support for obtaining the Authority to Construction air permit and the final operating air permit.

• Scheduling coordinator (if applicable) and fuel management arrangements and estimated cost to provide scheduling services.

The following attachments to the RFI provide details on the GE TM 2500 units, fuel, and water requirements.
