CITY OF GREEN BAY

REQUEST FOR INFORMATION (RFI-002-2026)

Consulting Services for Evaluation of Sports Stadium Development

Proposals

1. Introduction

The City of Green Bay (“City”) is seeking information from qualified consulting firms with demonstrated experience advising public-sector clients on the evaluation of sports stadium and sports-anchored mixed-use development proposals.

The purpose of this Request for Information (RFI) is to identify firms with relevant expertise and to better understand the range of advisory services available to support City staff and elected officials in reviewing potential stadium-related development proposals. The City anticipates using responses to this RFI to inform a potential future Request for Qualifications (RFQ) and/or Request for Proposals (RFP).

This RFI is issued for planning and informational purposes only and does not constitute a solicitation for proposals or the award of a contract.

2. Background

The City of Green Bay and the United Soccer League (USL) have signed a Letter of Intent (LOI) to explore bringing professional men’s and women’s soccer teams to the city. This agreement initiates a 10-month, exclusive negotiation period to develop a new, multi-purpose stadium and surrounding entertainment district. The City is actively coordinating with the USL to identify potential sites for development and will be tasked with reviewing conceptual plans and development proposals.
