About this file
The California High-Speed Rail Authority has issued a Request for Expressions of Interest (RFEI No. RFEI24-01) for large and small business firms to perform repair and construction projects through a Multiple Award Task Order Contract (MATOC). The RFEI seeks to establish four contractor pools: one large business pool for the entire geographic region, two small business pools supporting work in different county clusters (Merced/Madera/Fresno and Tulare/Kings/Kern), and one utility relocation contractor pool. The project will involve various construction and repair activities across six California counties, with businesses capable of performing up to 38 different types of work including asphalt paving, concrete work, utility relocations, electrical services, site work, and construction of new facilities. Interested firms must submit Expressions of Interest (EOIs) by 12 p.m. Pacific Time on 7/18/2025, with a virtual industry forum scheduled for 06/24/2025.
The contract is anticipated to be funded with blended state and federal funds, with specific small business participation goals: 25% small business (including 3% microbusiness) on the state portion, a 10% Disadvantaged Business Enterprise (DBE) goal across the total contract value, and a 3% Disabled Veteran Business Enterprise (DVBE) goal. Large business contractors will be required to confirm commitment to these goals and potentially develop a Small Business Performance Plan. The MATOC is designed to streamline procurement by allowing task orders to be issued for specific projects, potentially saving time and cost compared to individual contract procurements. Businesses must be capable of performing work using both design-build and design-bid-build delivery methods and should be licensed or able to obtain necessary licenses for the proposed work categories.

Request for Expressions of Interest for Large Business and Small Business Firms for Repair and Construction
Projects
Multiple Award Task Order Contract
(MATOC)
RFEI No.: RFEI24-01 06/13/2025
RFEI No.: RFEI24-01 California High-Speed Rail Authority
Large Business and Small Business Firms for Repair and Construction Projects
1.0 Introduction and General Information
The California High-Speed Rail Authority (Authority) is responsible for the planning, design, construction and operation of the first high-speed rail system in the nation.
California high-speed rail will connect the mega-regions of the State, contribute to economic development and a cleaner environment, create jobs and preserve agricultural and protected lands.
The Authority is issuing this Request for Expressions of Interest (RFEI) to request Expressions of Interest (EOI) from qualified entities (Responders) interested and able to provide a broad range of repair and minor construction activities on a task order basis.
The work will occur in the counties of Merced, Madera, Fresno, Tulare, Kings, and Kern.
The Authority seeks responses from qualified Large Business (LB), Small Business (SB), Small Business for the Purpose of Public Works (SB-PW), Disadvantaged Business Enterprise (DBE), and Disabled Veteran Business Enterprise (DVBE) entities.
Issuing this RFEI does not commence a procurement process or obligate the Authority to commence a procurement or award a contract. EOIs received from Responders will not be scored, but will be used to identify potential firms able to deliver the work identified in Section 2.0, below. Entities are not required to respond to this RFEI to participate in future procurements, but information provided through EOIs received may impact the Authority’s future procurement project planning.
EOIs can be submitted by filling out the Response Form available here: EOI Response Form. Additional submittal information is provided in Section 5.0 of this RFEI.
2.0 Project Scope and Requirements
A MATOC is a bench type contract that allows the Authority to award multiple contractors an indefinite-delivery, indefinite-quantity (IDIQ) contract. Under this contract, task orders are issued for specific projects or construction services. The ability to utilize a MATOC eliminates the need for the procurement of individual contracts, saving time and cost for the owner and industry. Ultimately, work can begin after the task order process is complete versus months to procure individual contracts.
The Authority intends to award a MATOC to four pools of businesses: one pool of large business contractors for the entire geographic region, two pools of small business contractors with varying geographic scope (one pool to support work in Merced, Madera, and Fresno counties, and one pool to support work in Tulare, Kings, and Kern counties), and one pool of authorized utility relocation contractors.
