About this file
This document is Addendum No. One for Request for Bids (RFB) No. 24-0025 issued by the Columbus Consolidated Government Finance Department Purchasing Division for Solar-Powered Bus Stop Lights (Annual Contract). The addendum extends the bid due date to March 13, 2024 and provides responses to questions from potential bidders. The technical specifications include requirements for a 20-ft diameter coverage area, automatic dusk-to-dawn operation without remote capabilities, and use of standard 2lb 12-ft U-channel poles. The agency requires that proposed systems be safety certified by an OSHA-recognized NRTL organization and contain non-proprietary batteries. Bidders unable to meet the 60-day lead time are advised to indicate the lead time they can provide. The agency confirms that bid security and performance/payment bond requirements do not apply to this supply-only contract, but the E-Verify program may be required if the vendor offers installation services.
The addendum does not provide details on pricing, set-asides, incumbent contractors, funding sources, or other commercial terms. The contract appears to be for an annual supply of solar-powered bus stop lights, with the potential for installation services as an optional offering from vendors.

A. Due Date Extension
The bid due date is changed; bid responses must be submitted via DemandStar no later than 2:30 PM on Wednesday, March 13, 2024.
B. QUESTION(S)/RESPONSES:

Response: Yes.
Question 2: Items 1.2/1.6 of the Technical Specifications:
a) Is an automatic dusk-to-dawn operation satisfactory, with no remote-capabilities?
b) Can specs be provided for the U-channel being used?
Response: a) Yes.

Question 3: Item 2.5 of the Technical Specifications: Will METRA be providing the U-channel extension?
Response: Yes. METRA will provide the U-Channel extensions.
Question 4: We are a manufacturer that can produce solar powered bus stop lights, but we cannot meet the requested 60-day lead time. Should we still submit our bid if we cannot meet the requested lead time?
Response: Yes. In your bid response, please indicate the lead time that you are able to meet and a brief justification regarding the excess days needed. METRA will not except lead times exceeding 120 days.
Question 5: Transit agencies across the United States require that all safety lighting systems, regardless of solar or grid tied connection be safety certified by an OSHA
(Occupational Safety and Health Authority) recognized NRTL (Nationally
Recognized Testing Laboratory - https://www.osha.gov/dts/otpca/nrtl/nrtllist.html) organization. These third-party safety certifications limit the agency’s liability, as well as ensure systems are properly designed and tested for their application. To ensure a minimum safety standard, does the agency require proposers to supply a complete solar power system with NRTL system certification (documentation to be included in submittals for verification) to meet the scope of work requirements?
Response: Yes. Vendors must propose systems that are compliant with minimum safety standards and provide the appropriate certifications in their proposals.
Question 6: Would the agency prefer the solution to contain a standard, non-proprietary battery to ensure the size and chemistry can be sourced from local providers to ensure future maintenance and replacements are simple, timely and cost effective? Examples of these common battery chemistries would be 12-20 Lithium or 12-18 AGM.
Response: Yes. A non-proprietary battery is preferred.
Question 7: Section 16. Bid Security - This specification highlights the requirement for a bid security for construction projects. As this is a supply only contract and does not require construction works, does this specification apply to this contract?
Response: No.
Question 8: Section 17. Contract Performance and Payment Bonds - This specification highlights a requirement for a bond for construction projects. As this is a supply only contract and does not require construction works, does this specification apply to this contract?
Response: No.
Question 9: This contract is for only the supply of pole mounted solar units and therefore, there is no physical performance of services and will not leverage local work or employees.
Can the agency confirm that the federal work authorization program / E-Verify (Form
2) does not apply to this contract?

RFB No. 24-0025 Page 3 of 3 Addendum No. One
Response: The E-Verify (Form 2) may/may not apply to this contract. Please see the General
Specifications, Item I. Scope, page 11 of the bid, third paragraph, which reads:
‘Optionally, if the Vendor is willing and able to offer as-needed installation of their product, then they must provide a separate, optional quote. Please note that this is not a requirement of the bid.’
If the submitting vendor has the ability to install their product and chooses to offer a separate, optional quote for this service, then the E-Verify (Form 2) is required.
Question 10: Would the agency be willing to extend the bid close date by one week?
Response: Yes, bid has been extended through March 13, 2024.
