About this file

This is Amendment #1 to a Request for Bid (RFB) issued by the University of Wisconsin-Madison for the procurement of a Size Exclusion Chromatography System equipped with Refractive Index (RI), Ultraviolet (UV), and Multi Angle Light Scattering (MALS) detectors. The amendment addresses questions from potential bidders and revises delivery and specification requirements. The system must include capabilities for low-angle, right-angle, and high-angle light scattering, with a sensitivity limit of detection at 15 nanograms of polymer per injection and capability to measure radius of gyration below 3 nanometers. Required components include temperature-controlled RI reference cells, temperature-controlled solvent pumps, a column oven capable of operating at temperatures up to 60 degrees Celsius, an autosampler holding 96 or more vials, automated RI cell purging and solvent degassing, columns with broad solvent compatibility, a guard column, operating software with computer and monitor, and a one-year warranty from the date of installation. The equipment must be delivered and installed at Chemistry Building (F Daniels & JH Matthews, 1101 University Avenue, Madison, Wisconsin 53706) with all installation, training, setup, and manual costs included in the bid price.

Bids must be submitted on a FOB Destination and Installed basis with the contractor bearing all delivery, installation, freight, insurance, and risk of loss costs, excluding import/export charges. The amendment clarifies that operation and software manuals may be provided as searchable electronic copies or links to the company website rather than paper copies. Onsite training is mandatory, and bidders must specify all utility and laboratory space requirements for system installation and operation. The University reserves the right to reject any bid requiring significant modification to the lab space. Responses must be entered online through the ShopUW+ portal at https://bids.sciquest.com/apps/Router/PublicEvent?CustomerOrg=UWisconsin, with inquiries directed to Sue Paskey at sue.paskey@wisc.edu. Coordination of delivery and installation details must be arranged with Julian Cooper (jccooper5@wisc.edu) and Jeff Nielsen (jnielsen@chem.wisc.edu).

UW-Madison BID: 2024-UWMSN-00677-RFB Size Exclusion Chromatography System with RI, UV, and MALS Detection

Amendment #1

Amendment #1 is issued to:

A. Answer questions received from potential bidders.

B. Revise Section 4.1 to remove the requirement of providing a paper copy of Operation and/or Software manuals and added link to company website as an option.

C. Revise the table included in Section 6 – Technical Specifications

A. Questions and Answers:

1. Specification: Operation manual – one (1) paper copy and one (1) searchable, electronic copy.

Question:

Paper manuals have been obsoleted. Are electronic copies or links to company website will be acceptable?

Answer: Yes, a searchable, electronic copy or link to company website for the Operation manual are acceptable.

2. Specification: Software manual (if separate from Operation Manual) – one (1) paper copy and one (1) searchable, electronic copy.

Question:

Paper manuals have been obsoleted. Are electronic copies or links to company website will be acceptable?

Answer: Yes, a searchable, electronic copy or link to company website for the Software manual are acceptable.

B. Section 4.1, F.O.B. Destination and Installed, has been revised to read as follows:

All deliveries shall be FOB Destination and Installed. Delivery and installation charges and risk of loss shall be borne by the Contractor.

Items are to be installed at CHEMISTRY BUILDING, F DANIELS & JH MATHEWS, 1101 UNIVERSITY AVENUE, MADISON, WI 53706, F.O.B. Destination Installed. Delivery date and details must be coordinated with the University – contact Julian Cooper (jccooper5@wisc.edu) and Jeff Nielsen (jnielsen@chem.wisc.edu) to finalize delivery and installation arrangements. Bid prices must include all packing, freight, insurance, set-up, instruction, per diem, and operation manual charges, excluding any import/export costs. Items must be set in place and connected to utilities, as applicable, installed in the area designated by University personnel, demonstrated to be in operating condition, and approved by University personnel. All debris must be removed from the University premises and properly disposed of by the Contractor. Upon installation, one (1) searchable, electronic copy or link to company website of the operation, service, and software (if separate from the operation manual) manuals must be provided to University personnel. You may be asked to Indicate the Country of Origin and Shipping Point.

See University Imports clause if applicable.

Failure to bid FOB Destination Installed delivery and installation charges and risk of loss borne by the Contractor in price may disqualify your bid.

C. Section 6. Technical Specifications:

The specification regarding Operation and Software manuals has been revised. Please REPLACE the original Section 6 table with the revised table provided below.

TECHNICAL SPECIFICATIONS

Scope: Bids are requested for a Size Exclusion Chromatography System outfitted with Refractive Index (RI) Ultraviolet (UV) and Multi Angle Light Scattering (MALS) Detectors (not interested in viscometer).

Conditions of bid which include the word “must” or “shall” describe a mandatory requirement. All specifications are defined as mandatory minimum requirements unless otherwise stated. FAILURE TO MEET A MANDATORY REQUIREMENT SHALL DISQUALIFY YOUR BID. If no bidder is able to comply with a given specification, condition of bid or provide a specific item/service requested, Purchasing reserves the right to delete that specification, condition of bid or item without having to complete the bid process again.
