About this file

This specification document outlines requirements for two new Type D buses with a 36,200-pound GVWR minimum to be procured by the County of Sacramento Internal Services Agency Fleet Services Division for the Sheriff's Department's inmate transport operations. Each bus shall accommodate 39 inmates, 2 deputies, and 1 driver, with rear-mounted diesel engines and secure partition systems featuring divided isolation cells. The specification provides comprehensive technical requirements across multiple categories including chassis specifications, body construction, interior features, safety systems, and equipment installations. Bidders must submit detailed proposals including users' lists, shop and service manuals, and dimensional floor plans. The County requires pre-production meetings, pre-paint inspections, pre-delivery inspections, and in-service inspections at the manufacturing facility. Bidders are responsible for confirming vehicle maneuverability within the Sacramento County Downtown Jail facility entrances and sally ports located at 651 I Street, Sacramento, California.

The specification emphasizes engine emissions as the single most important bid evaluation factor after mission consideration, requiring 2010 Federal compliant engines with CARB certification achieving NOx levels at or below 0.2 g/bhp-hr and particulate matter at or below 0.01 g/bhp-hr. Bidders are encouraged to propose hybrid and alternative fuel options with available grant or incentive monies to reduce final pricing. The County will not accept vehicles until all specification conditions are met, with payment commencing only after acceptance. Vendors must provide minimum one-year parts and labor warranty from the acceptance date, handle all transportation costs to warranty repair facilities, and commence repairs within 72 hours of failure notification. Separate option pricing is required for kneeling suspension upgrades and upgraded passenger compartment heating systems. Federal excise tax exemption applies to all pricing, and vehicles must be delivered with standard tool kits, manuals, less than 1,000 odometer miles, minimum ten gallons of fuel per tank, and six complete sets of keys with non-standard key cuts.

Specification 159-111 & 159-112

January 12, 2026

COUNTY OF SACRAMENTO

INTERNAL SERVICES AGENCY

FLEET SERVICES DIVISION

SCOPE: This specification describes two (2) thirty-six thousand two hundred (36,200) pound GVWR minimum, rear engine, diesel powered, Type D buses. These buses will be used by the County of

Sacramento Sheriff’s Department for the transport of inmates. The buses shall be built to a specific floor plan to seat thirty-nine (39) inmates, two (2) Deputies, and one (1) driver. A secure partition system with divided cells shall be incorporated as outlined within these specifications.

I. GENERAL

1. It is the intent of the County to purchase a piece of equipment that will provide optimum benefit to the County. This does not necessarily mean that the County will buy the lowest priced product.

Consideration will be given to the engine emissions, product warranty, service and parts support available in the Sacramento area, the number of satisfied users in this area, delivery dates and bidders past performance.

2. After mission consideration, the single most important factor in the bid evaluation will be emissions reduction factor of the engine. The County of Sacramento is committed to purchasing engines for vehicle(s)/equipment that meet or exceed actual tailpipe emissions standards for current year, specified by the EPA for the engine manufacturer.

3. ON ROAD ENGINE EMISSIONS: Engines compliant with Federal 2010 emission requirements and certified at or lower than .2 g/bhp-hr for oxides of nitrogen (NOx) and .01 g/bhp-hr for particulate matter (PM) are required. Bids submitted must include 2010 Federal compliant engines.

4. CARB CERTIFICATION: CARB certification is required for all engines included in bid submissions. California ARB engine executive order(s) will be included with engines offered within the bid response. A bid response that does not include this document for standard and optional engines will be rejected.

5. REDUCED EMISSIONS OPTION: Sacramento County is committed to using low emission, clean air engines. Should a reduced emission engine or any reduced emission category level be available for the vehicle(s)/equipment specified, it will be included. This must be shown as an added cost option. Show the up-charge from an equivalent diesel fueled vehicle. CARB reduced emissions certificate will be included with bid response.

6. HYBRID AND ALTERNATIVE FUEL OPTION PREFERENCE: Bidders are encouraged to submit options for hybrid systems and/or alternative fuel systems if available. The hybrid or alternative fuel options offered shall not be aftermarket or experimental systems, but will be fully engineered and tested and will be fully eligible for warranty and service work by the chassis manufacturer. Bids that do not include options for hybrid systems or alternative fuel systems will not be rejected, rather the County may select a bid that includes a hybrid or alternative fuel option if it determines that it is in the best interest of the County to help meet Fleet Rule emission requirements, reduce fuel consumption or reduce emissions. Bidders are encouraged to use available grant or incentive monies to help reduce the final price of the vehicle / equipment offered. Any grant or incentive monies that a vendor includes that reduce the final price of the bid will list the amount and grant or incentive name. Vendor will be responsible for all administrative work to complete the application process of the grant or incentive.

7. USERS LIST: Bidder will provide, with the bid, a user’s list showing the names and addresses of businesses and other entities in the Sacramento area using the bid product. This may be used as a reference list by the County and consideration will be given to the number of users in this area.

8. DOCUMENT REVIEW: The bidder will provide, for the County’s review, at the County’s request, prior to bid award, copies of shop and service manuals for the equipment that was bid. Incomplete shop or service information may be cause for rejecting a bid.

9. DEMONSTRATION: At the request of the County the bidder may be required to provide a demonstration of the product bid. At the request of the County, failure to provide a demonstration as soon as reasonably possible but not to exceed thirty (30) days from the time of the request or failure of the product to perform satisfactorily during the demonstration may be grounds for bid rejection.

10. BIDDER’S BASIC DATA SHEET: A Sacramento County’s Bidder’s Basic Data Sheet will be completed and submitted with the bid submission.

11. START UP AND TRAINING: At the option of the County, the successful bidder will be required to provide up to eight (8) hours of operator and eight (8) hours of mechanic training. Instructor(s) used will be qualified and experienced with the equipment on which they are training. Bidders will be prepared to provide the following in writing to the County upon request:

a. Qualifications and experience of instructor(s) with specified vehicle(s) or equipment.

b. Curriculum used during the operator and mechanics training.

c. The County may require the instructor(s) to be certified and provide certified training. If this requirement is necessary it will be requested in the “OPTIONS” portion of the specifications for additional costs.

12. REGULATIONS: The unit furnished to meet these specifications, including all equipment and accessories, will comply with all current regulations of (1) California Vehicle Codes; (2) California

Code of Regulations, (3)California Air Resources Board; (4) Cal-OSHA standards as applicable; (4)
