RFB Solicitation Document Summary

This is a Request for Bids (RFB) issued by the Iowa Department of Administrative Services (DAS) Central Procurement on behalf of the Iowa Department of Corrections (DOC) for prosthetics, orthotics, and orthopedic devices and related services. The solicitation seeks qualified vendors capable of designing, fabricating, fitting, and maintaining specialized medical devices for incarcerated individuals across all nine DOC facilities throughout Iowa. Services must include off-the-shelf and custom device provision, delivery, fitting, adjustment, and invoicing. The RFB was posted on October 21, 2025, with written questions due by November 19, 2025, at 10:00 A.M. Central Time. Bids are due December 3, 2025, at 2:00 P.M. Central Time, with no late bids accepted. The initial contract term runs from December 15, 2025, to December 14, 2026, with the option for up to five annual extensions at the Agency's sole discretion. No formal bidders' conference or site visits are specified in the solicitation. The contract will be available to all Iowa state agencies and political subdivisions, with possible multiple awards to ensure coverage across all DOC facilities.

Pricing will be evaluated based on percentage discounts from the manufacturer's suggested retail price (MSRP) for the vendor's full line of prosthetics, orthotic, and orthopedic equipment and devices. Current spend data indicates $25,534.16 was expended for 42 devices in 2025. Bidders must provide their complete catalog with unit pricing and discount percentages, quotes within twenty-four business hours, and all services and products must be billed at current Medicare allowable rates. A preference will be applied to Iowa-grown products and Iowa-based businesses when responses are tied. The incumbent provider is currently American Prosthetics & Orthotics (Limb Lab), Inc., housed on the University of Iowa Hospitals & Clinics North Liberty campus, though the DOC has no formal vendor agreements in place. Vendors must meet minimum qualifications including two years of experience, full state and federal licensing compliance, Iowa licensure for applicable staff, HIPAA compliance, and ability to travel throughout Iowa. Bidders must be deemed responsible and responsive, meeting all RFB requirements, to advance to price evaluation under the lowest responsible bidder standard.
