Scope of Work
1) Mandatory Demolition and Surface Preparation
Mechanically remove rubber from the side wall down to the raw steel so that new high-bond, rust-inhibitive epoxy primer that is specifically engineered for the steel substrate. Use a proper HD manual floor scraper or a rotary hammer with a wide, rigid scraper blade attachment.
Any leftover rubber adhesive or mastic must be removed with a mechanical grinder with a specialized diametric/cup wheel or wire wheels to strip the remaining glue until you hit bare metal.
To achieve the streel profile desired, the steel deck must be ground to clean, bright metal finish to meet SSPC-SP 10 Near – White Blast cleaning standard to ensure that the primer locks into the steel.
2) The desired retrofit option is the High-Build fluid applied polyurea system
That cures rapidly to minimize cell downtime.
Recommended replacement workflow:
a) Metal primer: Apply a high-bond, rust-inhibitive epoxy primer specifically engineered for steel substrates.
b) Base coat: Apply the seamless fluid-applied polyurea by rolling it continuously up the steel walls to 6 inches to create a completely sealed liquid-tight “bathtub” effect.
c) Topcoat: Finish with a chemical-resistant polyurea topcoat with a fine anti-slip aggregate for traction and color stability.
3) This project at the Sumter Lee Detention Center will include the retrofitting of approximately 84 total steel cells within the entire facility
The eighty-four steel cells are in the following areas of the Detention Center facility:
B – pod 56 steel cells C – pod 22 steel cell Medical G133 1 steel cells Booking area 5 steel cells A/C Control Room J/K Control Room Control Room Booking Platform
The specified fluid-applied polyurea will be a system manufactured by Freedom Chemical Corp or an equivalent product that must be approved by the Purchasing Department of Sumter County. An equivalent product spec sheet must be submitted 10 days prior to the BID OPENING. This type of system will require rapid return to service of the maximum-security steel cells. Drying time must be a matter of hours to foot traffic. A monolithic application that self-levels across the steel floor and wrap 6 inches up the cell walls ensures a liquid-tight, tamper proof seal.
4) To ensure a high-volume preparation the Contractor shall utilize HD floor scrapers/strippers to rapidly peel up the bulk of the rubber sheets and the thick mastic. After removing the rubber, the steel must be ground down to a clean profile. The Contractor shall utilize planetary diamond floor grinders equipped with specialized PCD scrapers to chew through the remaining adhesive, followed by metallic-bond diamond segments to achieve the required SSPC-SP 10 near white metal profile.
The Contractor shall use proper methods to mitigate dust created by the grinding down of rubber adhesive and steel scale. The Contractor must ensure air quality that remains compliant inside the facility. Any loose mechanical parts such as scraper blades, screws and bolts must be logged in and out at every shift change to prevent any items from entering the prison population.
The Contractor must utilize modern polyurea with low odor or 100% solids (VOC-free) along with venting of grinding on steel that will emit an odor.
The Contractor will use a phasing approach that is acceptable to the Sumter Lee Detention Center Administrative staff. The phase approach will allow the facility to operate as efficiently as possible and allow the polyurea coating contractor to work efficiently. The coating Contractor will maintain close communication with the facility staff to rotate the inmates thru out the detention facility.
5) The Contractor shall maintain strict on-site security controls. The Contractor shall keep a tool inventory log of every diamond grinding wheel, scraping blade, wrench and syringe must be etched, numbered and inventoried at the checkpoint before entering the facility and when leaving the facility. All the Contractors’ chemicals/products must be kept in a secure place during the work schedule. Any container for the rubber debris must be searched and cleared by guards before moving across security lines.
The Contractor shall coordinate removal of the flooring debris with Detention Center staff to minimize disruption to the Detention Center operations.
6) The Contractor shall provide to the County/Detention Center product data sheets for the proposed flooring system prior to installation for County approval.
Submittals shall include:
*Manufacturer and product name
*Technical data sheets
*Recommended system thickness
*Chemical-resistance information
*Slip resistance characteristics
*Surface preparation requirements
*Cure times and anticipated return-to-service time
*Maintenance and cleaning recommendations
*Safety data sheets (SDS)
*Warranty information
Otherwise approved, the flooring system shall be suitable for institutional/detention center applications and shall be installed by PERSONNEL CERTIFIED BY THE MANUFACTURER
IN HIGH BUILD FLUID APPLIED POLYUREA COATING SYSTEMS.
7) Because the project is located within an operating detention facility, the Contractor shall comply with all security procedures established by the Sumter Lee Regional Detention Center.
At a minimum:
All Contractor personnel shall comply with facility access, identification, screening and escort requirements.
The Contractor shall submit personnel information as required by the facility before workers are permitted on site.
Tools, equipment, and materials shall be controlled and accounted for in accordance with the facility requirements.

Work schedules shall be coordinated with the facility administration.
The Contractor shall maintain secure separation between floor renovation and occupied portions of the facility.
No floor renovation activity shall compromise the security or normal operation of the facility.
8) Contractors shall protect all existing surfaces, equipment, doors, walls, drains, fixtures and other property that are to remain.
Any damage caused by the Contractor shall be repaired or replaced at the Contractor’s expense to the satisfaction of the Owner.

10) The Contractor shall correct at no cost to the Owner any area of the flooring renovation that exhibits any type of defect identified by the Owner according to the Scope of Work.
