About this file

This Request for Bids (RFB R:2026-083) is issued by the City of Del Rio, Texas, for the purchase of water treatment chemicals for fiscal year 2026-2027. The City's Water Production and Wastewater Treatment Departments require sealed bids for two primary chemical products: liquid sodium hypochlorite 12.5% and chlorine gas cylinders (150 lb). The sodium hypochlorite is used for disinfection in the drinking water production process, with an anticipated annual usage of 54,000 gallons, while chlorine gas is utilized in wastewater treatment with an estimated annual usage of 240 cylinders. Delivery to City-specified locations is required for both items. Sealed bids must be submitted to Maria C. Acosta, City Secretary, at 109 West Broadway, Del Rio, TX 78840, no later than 2:00 PM on August 6th, 2026. Bids may be mailed or hand-delivered. The contract term covers fiscal year 2026-2027, with State regulation compliance required to ensure appropriate disinfection levels in both potable water and treated wastewater, thereby avoiding potential State regulatory penalties and health-related risks.

Bidders must submit unit costs per gallon for sodium hypochlorite and per cylinder for chlorine gas, excluding Federal Tax and State Sales Tax, as the City is exempt from these taxes. The City reserves the right to reject any and all bids, waive informalities, and consider factors beyond price in its award decision. All bidders must comply with Texas House Bill 1295 by submitting a completed Disclosure of Interested Parties (Form 1295) electronically with the Texas Ethics Commission and providing a certification copy with their bid. Insurance requirements apply to contracts over $15,000, including statutory workers' compensation and comprehensive general liability coverage of $1,000,000 per occurrence and aggregate. Bidders must submit a signed Submittal Affidavit (Attachment 1) certifying they have read all documents, made no collusive agreements, and accept all bid terms and conditions. Questions regarding bid specifics must be directed to Luis Menchaca, Purchasing Agent, at Purchasing@cityofdelrio.com prior to July 23rd, 2026, by end of business day. Bids received after the deadline will be rejected and returned unopened.

II. PROJECT

The City's Water Production and Wastewater Treatment Departments are required by State regulation to apply the approved amounts of chlorine chemical to their processes. This ensures that both the water being produced for consumption and the wastewater being treated for disposal, is disinfected to acceptable levels. Failure to apply the appropriate amount of chemicals in these processes can lead to significant penalties from State regulatory agencies, and risk possible health related issues.

The City's Water Production Department uses sodium hypochlorite 12.5% in the process of producing the City of Del Rio's drinking water. This chemical is a concentrated form of chlorine that is used to disinfect the water. The City's Wastewater Department uses Chlorine Gas in the process to treat sewage that is processed in the wastewater facilities. This chemical is also used to provide a disinfectant of the wastewater being treated.

III. TAX EXEMPT PURCHASE

As a local government, the City of Del Rio’s departments and divisions and other political subdivisions are Sales Tax and Federal Excise Tax exempt by law and are not required to apply for exemption. The contracted services for the City of Del Rio will be tax exempt.

IV. DISCLOSURE OF INTERESTED PARTIES
