Summary of RFB R2026081 Request for Bids for Road Material

This is a Request for Bids (RFB) document issued by the City of Del Rio, Texas, for the procurement of road aggregate and oil supplies for fiscal year 2026-2027. The City seeks sealed bids for the purchase of road materials to support municipal infrastructure maintenance and operations. The RFB specifies quantities and specifications for various aggregate materials and oil products required throughout the fiscal year. Interested bidders are required to submit sealed bids by the specified deadline, with the City reserving the right to conduct a bidders' conference to address questions and clarify requirements prior to bid submission. Award of the contract is anticipated following evaluation of bids received, with the contract term covering the fiscal year 2026-2027, potentially with renewal options at the City's discretion based on performance and budgetary needs.

Pricing for the road materials and oil supplies should be submitted on a unit basis for each item listed in the bid schedule, allowing the City to calculate total costs based on anticipated usage quantities. The RFB may include set-asides for disadvantaged business enterprises or local vendors as permitted under Texas procurement law. Funding for this procurement will be derived from the City's general operating budget allocated for public works and infrastructure maintenance. Bidders should be prepared to demonstrate their capability to supply materials consistently throughout the fiscal year, meet delivery schedules to designated City locations, and maintain appropriate quality standards for all materials provided.

Total amounts to be purchased are only limited by amount of funding and number of projects to be completed. Annual usage estimates are based on previous years' activity. The road materials are mainly used in the daily operations of the Streets division. They are essential for the construction of new streets, upgrading, patching, and fixing other related street maintenance within the City of Del Rio.

The City of Del Rio uses the Texas Department of Transportation 2024 Standard specifications for Construction of Highways, Streets & Bridges. Vendor must provide test report to verify their products meet TxDOT 2024 Standard specifications.
