RFB 26-046 2026 Meter Replacement Project Summary
This Request for Bid (RFB) document is issued by the City of Bryan, Texas, for Phase One of a multi-year water meter replacement initiative. The City of Bryan seeks a qualified contractor to replace approximately 5,000 aging and failing Advanced Metering Infrastructure (AMI) water meters and 3,700 smartpoints. The Water Department began implementing AMI meters in 2014, and the meters installed during initial implementation are now reaching end of life with depleted batteries. The City intends to replace approximately 20,000 total AMI water meters over the next four years, with Phase One representing the first major component of this program. The contractor's scope of work includes labor and associated equipment to execute the meter and smartpoint exchange, while the City of Bryan will supply all necessary materials including meters, smartpoints, meter boxes, meter box lids, and cutoff valves, with the contractor responsible for providing meter gaskets only.
The contract pricing shall be based on labor and equipment costs for the meter replacement work, with the City of Bryan providing all major materials to minimize contractor procurement responsibilities. This project represents a significant infrastructure modernization effort to address the failure of aging battery-powered meters that have exceeded their operational lifespan. The multi-year scope allows the contractor to scale operations across four phases, with Phase One establishing the baseline for labor rates and operational procedures that may apply to subsequent phases. The project supports the City's water utility management objectives by implementing modern automated metering infrastructure system-wide replacement to restore system functionality and data collection capabilities.

2026 Water Meter Replacements
CITY OF BRYAN JOB NO.611-D6-2616
Architect/Engineer: Jayson E. Barfknecht, Ph.D., P.E.
Location: The project location is on the west side of Bryan’s water service territory.
Project Scope: The City of Bryan (COB) is seeking to replace aging ¾” and 1” iPERL water meters. The Water Department began implementing AMI meters in 2014. The meters installed during the initial implementation are reaching end of life with failing batteries. The City intends to replace approximately 20,000 AMI water meters over the next 4 years and is seeking a qualified contractor to begin Phase One of the replacement project. Phase One will require exchanging approximately 5,000 water meters and 3,700 smartpoints. The City of Bryan will provide the necessary materials (meters, smart points, meter boxes, meter box lids, cut off valves) for the project, excluding meter gaskets. The contractor is to bid the labor and associated equipment to execute the work.
Additive Bid Item: As an add alternate, COB aims to further develop its Water Service Line Inventory (WSLI). That requires evaluating public and private water service lines at the meter location and identifying material types (public & private) in order to meet TCEQ requirements. This will include approximately 2,470 locations for evaluation.
Water Meter Change Out The project requires exchanging approximately 5,050 ¾” and 1” AMI iPERL+ electronic water meters. This will include the necessary programming functions required, so that the new meter and smartpoint successfully communicate reads to our existing Sensus AMI network. While this function will primarily be the deactivation and reprogramming of the existing smartpoint, there are approximately 3,650 smartpoints that are flagged as reaching end of life and will require replacement. At times, the installation or replacement of other appurtenances may be necessary to complete the change out to City standards.
i.e., meter box, box lid, cut off valve, pit lid, smartpoint housing boot, touch coupler adapter, gaskets etc. These additional changes will be completed by the contractor at the approval of the City of Bryan.

PROJECT OVERVIEW AND DESCRIPTION OF WORK
RFP 26-046 Water Meter Replacements Page 22 of 108
Project Overview
The City of Bryan (COB) is seeking to replace aging ¾” and 1” iPERL water meters. Phase One will require exchanging approximately 5,050 water meters and 3,700 smartpoints.
At times, the installation or replacement of other appurtenances may be necessary to complete the change out to City standards. i.e., meter box, box lid, public cut off valve, pit lid, smartpoint housing boot, TRPL adapter, gaskets etc. These additional changes will be completed by the contractor at the approval of the City of Bryan.
Meter Size Meter Type Quantity 5/8” x 3/4" Residential 4324 5/8” x 3/4" Commercial 459
1” Residential 110 1” Commercial 154
520M Smartpoint 3647
ADDITIVE ALTERNATIVES
As an add alternate, COB aims to further develop its Water Service Line Inventory (WSLI). That requires evaluating public and private water service lines at the meter location and identifying material types (public & private) in order to meet TCEQ requirements. This will include approximately 2,470 locations for evaluation.
This portion of the project will require exposing and evaluating the material types of the water service lines upstream and downstream of water meters (a minimum of six inches, but not greater than, three feet from the meter box), submitting a survey and photo verification via The City of Bryan’s current database. The City’s field crews are actively identifying service line material types, so the final numbers for Contractor evaluation could decrease prior to project implementation.
Prior to the project initiation, the number of service lines requiring evaluation will be identified by the City of Bryan and provided to the contractor.
