About this file

This is Addendum No. 1 to Request for Bid (RFB) #218 issued by Douglas County, Oregon's Solid Waste Department for solid wood waste material management. The addendum, dated August 9, 2024, clarifies key aspects of the project including compaction testing requirements, material quantities, methane gas well relocation procedures, and operational parameters. The work involves removing and stockpiling aggregate and asphalt materials covering an estimated 0.5 acre or less, with contractors responsible for performing their own due diligence to determine exact quantities. Methane gas well extensions using PVC piping are required for wells EW08 and potentially EW10, with wells to be capped when not connected to the gas collection system to minimize downtime. Operational hours are established as dawn to dusk, seven days per week, Monday through Sunday. Proposal submissions were due by 2:00 P.M. on August 20, 2024.

The addendum specifies that all compaction testing shall be performed at the contractor's expense. Water for the project is available at a 2-inch hose connection spigot located at the lower lab building below the Roseburg Transfer Site, with contractors required to furnish and connect a water meter prior to use. Water costs will be offset by a one-to-one credit to the owner with no markup provided. The addendum notes that any bid not recognizing these updates and including the updated Schedule of Bid Items with revised quantity values will be rejected as non-responsive, requiring all bidders to acknowledge receipt and consideration of the addendum changes.
