The preference ranges from a 10% discount for contracts less than $1,000 to a 2% discount for contracts of $500,000 or greater, with secondary preferences for Garfield County vendors. The city reserves the right to reject any or all bids and will evaluate bids based on multiple criteria, including the bidder's ability to perform the contract, past performance, compliance with laws, financial resources, and the quality of proposed services. The evaluation process emphasizes finding the most suitable vendor beyond just the lowest price.
