About this file
This is an Application Packet for a Request for Application (RFA S-10000-00016331) issued by the State of Oregon Department of Human Services, Shared Services, Office of Payment Accuracy and Recovery—Estate Administration Unit (EAU), seeking qualified contract attorneys to provide legal services in adult protective services matters. The EAU requires contract attorneys to draft and file petitions under ORS chapter 125 (conservatorships), petitions under ORS chapter 113 (guardianships), and simple estate affidavits under ORS 114. The application packet establishes eligibility requirements, including active membership in the Oregon State Bar in good standing with no disciplinary history in the past five years, residency and law practice within Oregon, and experience in protective proceedings and estate administration. Applicants must indicate their geographic service availability across Oregon's 36 counties, with preference given to attorneys willing to accept cases statewide. The application constitutes a firm offer valid for 180 days following the closing date.
The packet requires applicants to certify compliance with multiple statutory and regulatory requirements, including Oregon tax law compliance, non-discrimination in employment practices, wage equity standards under ORS 652.220, and absence from federal exclusion lists maintained by the Office of Foreign Assets Control and the System for Award Management. Applicants must also certify the absence of conflicts of interest with the State and affirm the truthfulness and accuracy of all application materials. The contract terms and conditions, including pricing, are detailed in Attachment B (Sample Price Agreement), which applicants agree to be bound by upon award. Applicants acknowledge receipt of all RFA addenda and agree to meet the performance standards established in the scope of work.
