About this file

This is a Vendor Questions and Answers document (Q&A #1) issued on January 9, 2026, by the Maryland Department of Health for Request for Application (RFA) eMMA# BPM054603 related to the Statewide Prevention and Reduction Collaborative (SPARC). The SPARC initiative focuses on infection prevention and control support in acute care hospitals throughout Maryland, building on previous efforts to prevent Clostridioides difficile and expanding to include prevention of central line associated bloodstream infections, waterborne diseases, surgical site infections, and pediatric infection control concerns. The RFA was issued on December 18, 2025, and all applications must be submitted in their entirety through the eMMA procurement system at https://procurement.maryland.gov/. Vendors experiencing submission issues may contact RFA.PHPA@maryland.gov as a secondary point of contact. Vendor registration on eMMA is required to receive a contract award and is available at no cost.

The clarifications provided in the Q&A address application submission procedures and budget formatting requirements. The Scope of Work should detail what will be accomplished and specific deliverables, while the Work Plan should explain how tasks will be executed and identify responsible personnel. For budget submissions, staff costs may be consolidated into a single line item provided that biosketches are included for core personnel; however, subcontracts must be listed separately. The RFA does not establish a budget ceiling, and applicants are instructed to propose budgets they deem appropriate based on careful review of the RFA requirements. No page limit exists for applications, and biosketches for core staff members are required as part of the submission materials.

Request For Application (RFA) eMMA# BPM054603

Issue Date: 12/18/2025

Vendor Questions and Answers #1 Date: 01/09/2026

1. Question: Are we correct that there are 2 emails we should be sending when submitting the RFA- One with the project Narrative (Transmittal Letter, Project Narrative, and work plan) and one with the budget narrative (Budget Form and Budget Narrative)?

Answer: All applications and proposals in its entirety are required to be submitted via eMMA. The RFA email address (RFA.PHPA@maryland.gov) has been established as a secondary point of contact for vendors experiencing submission issues, ensuring continuity and minimizing potential delays due to technical difficulties.

1.5.3 In order to receive a contract award, a vendor must be registered on eMMA.

Registration is free. Go to https://procurement.maryland.gov/, click on “Register” to begin the process, and then follow the prompts.

2. Question: For the Project Narrative, can you clarify the difference between the Scope of Work and Work Plan? Are we correct that the Scope of Work is the overall detailed description of tasks and any deliverables? Whereas the Work Plan is how the specific tasks will be accomplished (who is working on each piece and how it will be executed)?

Answer: Yes, that is correct- the scope is what will be done, and the plan is how it will get done.

3. Question: For the budget summary within the budget form, we are unsure how you would like this table filled out as each person on our team has a different salary and fringe cost. Do you want them listed separately or would you like a lump sum total of all salary costs and all fringe costs? Similarly, we will have 2 subcontracts. Do you want them listed separately or would you like them lumped together?

Answer: Staff cost can be a single line item but biosketches should be included for core personnel. List the 2 subcontracts separately.

4. Question: Is there a range for the budget amount?

Answer: The budget for this RFA will not be disclosed. Applicants are encouraged to carefully review the RFA and submit a proposed budget they deem appropriate.

5. Question: Is there a page limit for the application?

Answer: No, there is not a page limit for the application.

6. Question: Do we need to submit any biosketches for personnel?

Answer: Yes, in place of individual line listings of staff in the budget, biosketches for the core staff would be useful.
