About this file
This is a Questions and Answers document related to a Request for Applications (RFA) issued by Maryland's Center for Tobacco Prevention and Control (CTPC) for health equity initiatives supporting LGBTQ+ youth and young adult communities in tobacco and cannabis prevention and cessation. The solicitation seeks a single awardee organization to conduct comprehensive activities including needs assessments, development of culturally appropriate tools and resources, establishment of partnership networks, community capacity building, and technical assistance. The contract term spans five years, beginning in Fiscal Year 2027 and concluding in Fiscal Year 2031, with no renewal options specified.
The maximum award amount is $200,000 per year, totaling $1,000,000 over the five-year contract period. Only one applicant will be selected for funding. The Q&A document addresses inquiries from potential applicants regarding the RFA requirements and evaluation criteria, providing clarification on application procedures, project scope expectations, and eligibility considerations. Funding is provided through Maryland state appropriations directed to the Center for Tobacco Prevention and Control to address documented disparities in tobacco and cannabis use among LGBTQ+ populations, with particular attention to the aggressive marketing practices targeting these communities and the appeal of intoxicating cannabis products to youth through packaging and flavoring.

Request For Application (RFA) eMMA# BPM054505
Issue Date: 12/12/2025
Vendor Questions and Answers #2 Date: 01/02/2026
1. Question: Contract type. The RFP states that the resulting award will be a fixed price contract, but the invoicing instructions indicate that there will be quarterly billing based on costs incurred (i.e. a cost reimbursement contract or T&M if using labor category rates), by year. Would you please clarify?
Answer: The Agreement resulting from this solicitation shall be a Fixed Price Contract.
The Grantee shall submit quarterly invoice packages for all costs incurred during the reporting period with a detailed invoice narrative, documentation and/or receipts as requested, and a completed quarterly report
2. Question: 4.3.1.7, pg. 20, SDAT Status. This section requires that the applicant must be in good standing. Is there a specific validity period or expiration for the certificate? For instance, would a certificate from June 2025 be compliant?
Answer: A certificate from June 2025 would be compliant, provided the entity remains in good standing with SDAT at the time of application
3. Question: Section 2.1.5 states that all applicants must be physically located in Maryland.
Would being registered to do business in MD and a physical address in DC meet this requirement?
Answer: All Applicants must be physically based in Maryland.
4. Question: RFA Attachments, Exhibit C, Standard Grant Agreement “Sample” and Attachment A – Conditions of Award. Would the Department consider requests for edits to the Standard Grant Agreement post-award? Or would such requests need to be submitted along with the applicant’s proposal?
Answer: Such requests can be discussed during the award time frame with the program.
Applicants can submit feedback on the sample contract template in their proposal.
5. Question: Section 3.3.4, Indirect Cost Rate, notes there is an indirect rate cap of 7%.
Given this is cost prohibitive for some organizations, would the State accept a Nonprofit Rate Agreement negotiated with the Federal Government in accordance with the requirements of 2CFR200 to covering costs?
Answer:The Applicant may budget up to 7% of direct costs to support indirect/administrative costs to the organization.
6. Question: Audit: Could you please confirm whether site visits will be required of the grant recipient under this RFP, or if they will only be required for the sites receiving technical assistance?
Answer: Site visits are not specified in the RFA. The need for site visit will be determined upon and during the award.
