About this file

This is a Request for Applications (RFA) issued by the Oregon Department of Education and Workforce (in coordination with the Oregon Department of Justice) for Competitive Farm to School Grant Funds. The RFA invites eligible noncompetitive Farm to School grantees to apply for reimbursement grants to support farm-to-school initiatives. Applicants must submit proposals that demonstrate how they will expand local food procurement in schools, strengthen relationships between schools and farms, and advance nutrition and agricultural education. The application deadline is specified within the RFA document, with awards anticipated to be made following the review and selection process. The competitive grant program supports projects that enhance student access to locally-sourced foods while benefiting regional agricultural producers and food systems.

The RFA establishes funding parameters for eligible recipients, with grant amounts and specific funding requirements outlined for qualifying applicants. Priority consideration may be given to applicants demonstrating commitment to serving underrepresented communities, establishing sustainable procurement practices, and creating measurable educational outcomes. Applicants must provide detailed budgets, implementation timelines, and evaluation plans demonstrating the impact of proposed farm-to-school activities. Funding sources derive from state appropriations designated for agricultural and nutrition education initiatives. The program encourages collaboration between school districts, farms, and community organizations to create comprehensive farm-to-school programs that support both educational and economic development objectives within Oregon communities.

SECTION 1: GENERAL INFORMATION

1.1 PURPOSE

The purpose of the Competitive Oregon Farm to School Grant for Reimbursement of Oregon Foods is to provide funds to sustain successful efforts to purchase or promote food that were: (1) produced in the State of Oregon; (2) more than minimally processed in the State of Oregon; or (3) both produced and processed in the State of Oregon. Through this grant program, eligible entities will be reimbursed for food purchases that meet the required criteria and are determined eligible for reimbursement (see Section 1.3 below).

The Competitive Oregon Farm to CNP Reimbursement Grant is designed to provide additional funds to grantees that are currently receiving noncompetitive Farm to School funds through a grant with Agency. The purpose of the Competitive Oregon Farm to CNP Reimbursement Grant is to encourage and sustain grantee’s successful efforts to purchase Oregon grown and processed foods beyond the noncompetitive grant. While the noncompetitive reimbursement continues to cover 100% of eligible purchases, these additional competitive grant funds will reimburse 75% of total eligible food purchases. Any other eligible (non-food) costs will be reimbursed in full, at 100%.

Example claim:

Cost of Oregon-grown food: $100.00 Cost to transport food from grower to grantee: $100.00

The claim would be reimbursed for food at 75% of cost ($75.00) and Transportation at 100% of cost ($100.00), for a total reimbursement amount of $175.00.

Up to 25% of the awarded funds may be used for other reasonable costs incurred in the process of procuring eligible foods. Additional details are included in Section 2.4 Scope of Activities

1.2 GRANT AMOUNT AND DURATION

Agency anticipates the award of multiple Grant amendments (each an “Amendment”) from this RFA ranging from $10,000 to $100,000 which will be added to the total Grant funds listed in Section 6 of each awarded Applicant’s non-competitive Grant, including all subsequent Amendments. 2.3 OVERVIEW

2.3.1 COMPETITIVE OREGON FARM TO SCHOOL SUSTAINABILITY FUNDS FOR REIMBURSEMENT

OF OREGON FOODS

The Competitive Reimbursement Grant is part of the Farm to CNP Program and is intended to provide eligible Farm to CNP grantees with additional funding above their original Farm to CNP award amount. These funds are derived from a reallocation process in which Agency redistributes unspent Farm to CNP award dollars from grantees that have determined they are unable to exhaust their original awards. The intention of the Farm to CNP Reimbursement Grant is to empower grantees to increase their purchasing capacity of food that is grown, produced, and processed in Oregon, as well as benefit the local economy, job market and environment by recycling State dollars back into communities within Oregon.

Agency further encourages grantees to seek out products that they may not have had the resources to purchase before, and to cultivate new relationships with Oregon-based producers and processors.

2.3.2 BACKGROUND

ORS 336.431(2)(a) requires the Agency to provide noncompetitive grants to eligible entities to

ODE RFA, updated 20210119 Page 6 of 13 encourage the purchase of food produced or processed in Oregon.

This RFA fulfills the additional requirement in ORS 366.431(4) that the Agency use a competitive process to provide additional grant funds to entities identified in ORS 366.431(3)(a) who have received and spent all of their noncompetitive grant funds, to encourage and sustain successful efforts to purchase or promote food produced or processed in this state.

2.4 SCOPE OF ACTIVITIES

Funds will be awarded based on a preference-point-calculation basis contained in Section 4 of the application, which will be automatically calculated once the application has been submitted and verified. An eligible entity (See section 1.2) may submit an Application during any round in which they are eligible during the biennium (see section 1.4, schedule).

The Competitive Oregon Farm to CNP Reimbursement Grant is designed to encourage and sustain grantee’s successful efforts to purchase Oregon-grown and processed foods beyond the noncompetitive grant. These additional competitive grant funds will reimburse eligible expenses at the applicable rate depending on the type of expense.

• Food purchases at 75% of expense

• Other reasonable costs as outlined below in 2.4.1

2.4.1 Other Reasonable Costs

Applicants may use up to 25% of their awarded funds to pay for other reasonable costs incurred for:

2.4.1.1 Growing, harvesting, processing, packaging, sourcing, or transporting food produced or processed in the State of Oregon, including but not limited to purchasing supplies, infrastructure, labor costs, and mileage.

2.4.1.2 Developing or sustaining successful efforts to purchase or promote foods produced or processed in the State of Oregon.

2.4.1.3 Indirect administrative costs, up to 10% of the total award amount. These costs will be part of, and not in addition to, the 25% allowed for other reasonable costs.

2.4.1.4 Other reasonable costs include, but are not limited to:

• Kitchen smallwares (mandolins, storage containers, knives, slicers, etc.)

• Packaging

• Delivery Fees

• Other miscellaneous (non-administrative) supplies

The rates described in this paragraph override any other verbal or written rate(s) provided by Agency, including in any notice of award provided by Agency’s Electronic Grants Management System

(“EGMS”).

Applications can be submitted at any point throughout the RFA period. Each round will be awarded after the cutoff date listed in Section 1.4. until all available funds are awarded.

The amount of Grant Funds available per applicant per round of competition is contingent on the amount of each Applicant’s Noncompetitive Reimbursement Grant award. Applicants may request an amount less than the Base Award Amount listed below. Use the following table as guidance.

ODE RFA, updated 20210119 Page 7 of 13
