● Site development, grading, drainage, stormwater management, utilities, paving, sidewalks, landscaping, and other associated site improvements.
● Structural, architectural, mechanical, electrical, plumbing, fire protection, fire alarm, technology, security, communications, and building automation systems associated with the new construction and potential modifications to existing facilities.

● Associated roadway, access, parking, pedestrian, and site circulation improvements, including improvements in the vicinity of Bulldog Way.
Construction will occur on an active and occupied school campus and will require phasing and coordination to maintain safe and continuous school operations. The General Contractor will be responsible for coordinating construction access, deliveries, temporary facilities, pedestrian and vehicular circulation, utility interruptions, site security, and separation of construction activities from students, staff, and the public. Certain activities may be required during school breaks, summer periods, evening, or weekends to minimize impacts to school operations.
The final scope of construction will be established by the Contract Documents issued for bidding. The description provided herein is intended to communicate the anticipated nature and complexity of the project for purposes of General Contractor prequalification and should not be considered an exhaustive description of all work required under the future construction contract.

3.3 Budget: The estimated total project cost of the CTE Addition and Secondary Improvements Project is $30,000,000.00 (thirty million dollars).
3.4 Location: The CTE Addition will be built on Bulldog Way end of the current Secondary Complex in Goochland, Virginia, which is between U.S. Route 6 and Route 522.
SECTION 4 PROJECT SOLICITATION PROCESS AND EVALUATION OF
GENERAL CONTRACTORS
4.1 General Contractors shall submit qualification information in accordance with the requirements identified herein. The Purchasing Agent, or assigned designee, may contact General Contractors during the evaluation process seeking clarification and additional information of any qualifications received in response to this solicitation. Such additional information must be submitted to GCPS no later than the end of the fifth (5) business day after the applicant's receipt of the request for the additional information. Applicants meeting all of the mandatory requirements are prequalified. Prequalified applicants will be notified by November 2, 2026.
4.2 The decision to prequalify a General Contractor shall not, however, constitute a determination that the General Contractor is responsible; and such General Contractor may be subsequently rejected as non-responsible on the basis of subsequently discovered information.
4.3 GCPS may deny pre-qualification to any General Contractor if the Purchasing Agent or assigned designee finds any of the following:
4.3.1 The General Contractor does not have sufficient financial ability to perform the contract that would result from such procurement.
4.3.2 The General Contractor is not able to acquire bid, performance or payment bonds from a corporation included in the United States Treasury list of acceptable surety corporations in the amount of $30,000,000 (Thirty million dollars). If the General Contractor can acquire bid, performance or payment bonds from a corporation included in the United States Treasury list of acceptable surety corporations in the amount and type required by GCPS, this shall be sufficient to establish the financial ability of such General Contractor to perform the contract resulting from such procurement. See attachment G
4.3.3 The General Contractor does not have the appropriate experience to perform this project, as determined by GCPS:
4.3.3.1 Contractor’s License: The General Contractor must hold a Virginia Commonwealth Class A license at the time of submitting its qualifications.
Note: An active copy of the Contractor’s license issued by the Department of Professional and Occupational Regulation Commonwealth of Virginia must be provided.
4.3.3.2 Firm Experience: The contractor shall be a firm with experience and expertise in new school construction or equivalent institutional buildings. The General Contractor must have been established as a full-time construction contractor for a minimum of eight (8) years prior to the date set for receipt of the qualifications. If the General Contractor or its principals operated under another name or entity within the past eight (8) years prior to the date set for receipt of the qualifications, the General Contractor shall provide the same level of information on the other name or entity.
4.3.3.3 Demonstrated Performance on Relevant Projects: The General Contractor must have demonstrated satisfactory performance, as judged by Goochland County Public Schools, on at least three (3) new school construction projects, new construction projects or equivalent institutional buildings such as higher education, healthcare or public safety. Each project must have consisted of a minimum gross building square footage of 40,000 sq. ft. and have a minimum total disturbed site area of ten (10) acres. Renovation work does NOT qualify as new construction work; however, should a project consist of renovations and additions the amount of square footage associated with the additions will qualify as new construction work if the minimum gross building square footage addition is 40,000. Specifically, the projects submitted shall have been substantially completed within ten (10) years prior to the date set for receipt of the qualifications. The owner and design architect/engineer of each project shall be named in Attachment B as references.
4.3.3.4 Budget Control: The General Contractor must demonstrate the capacity and competence in fiscal and construction management as necessary for a project of this size given existing commitments. On Attachment B, the General Contractor shall provide the original contract amount, final contract amount, total value of approved changes orders, and a brief explanation of significant changes in contract value for the three (3) projects listed in 4.3.3.3 above. The General Contractor shall identify, to the extent applicable, changes resulting from Owner-directed scope, design changes, unforeseen conditions, and contractor-attributable issues.
4.3.3.5 Schedule Control: The General Contractor must demonstrate the ability to complete projects on schedule given existing commitments. On Attachment B, the General Contractor shall provide schedule information for the three (3) projects listed in 4.3.3.3 above.
4.3.3.6 Provide information regarding the experience of Key Personnel proposed for this project using Attachment D. That information must include the following: The designated Project Manager AND the Site Superintendent must have worked on a minimum of three (3) similar construction projects, including at least one project of comparable size and complexity. General Contractors will be required to indicate Project Manager and Site Superintendent proposed for management of the project, their roles for this project, their past experience, references and the percentage of time proposed for this project.
4.3.4 The General Contractor or any officer, director, or owner thereof has had judgments entered against him/her within ten (10) years of the date set for receipt of the qualifications for the breach of contracts for governmental or nongovernmental projects, including, but not limited to, design-bid-build, design-build or construction management.
4.3.5 The General Contractor has been in substantial noncompliance, as determined by GCPS, with the terms and conditions of prior construction contracts with GCPS or Goochland County without good cause. If GCPS has not contracted with the General Contractor in any prior construction contracts, the Purchasing Agent may deny prequalification if the General Contractor has been in substantial noncompliance with the terms and conditions of comparable construction contracts with another public body without good cause.
4.3.6 The General Contractor or any owner, officer, director, project manager, superintendent, procurement manager or chief financial official thereof has been convicted within ten (10) years of the date set for receipt of the qualifications of a crime related to governmental or nongovernmental construction or contracting, including, but not limited to a violation of the Virginia Governmental Frauds Act (§18.2-498 et seq.), Chapter 4.2 (§59.1-
68.6 et seq.) of Title 59.1, or any substantially similar law of the United States or another state.
4.3.7 The General Contractor or any officer, director or owner thereof is currently debarred pursuant to an established debarment procedure from bidding or contracting by any public body, agency of another state or agency of the federal government.
4.3.8 The General Contractor failed to provide to GCPS within the established time frame any information requested in this solicitation relevant to items
4.3.1 through 4.3.7 above.
