RFA 202606099: Community Workforce Connections Program FY 2027

This is a Request for Applications (RFA) issued by the State of Maine Department of Labor, Bureau of Employment Services, seeking qualified nonprofit community-based organizations (CBOs) to implement a Community Workforce Connections Program. The program aims to provide peer-based workforce navigation services to unemployed and underemployed individuals facing significant employment barriers, including immigrants, individuals with limited English proficiency, justice-involved individuals, persons with disabilities, and other marginalized populations. The RFA seeks applications for culturally appropriate, person-centered navigation services combining peer support, career counseling, and connections to workforce resources including the Competitive Skills Scholarship Program (CSSP), Maine Apprenticeship Program (MAP), Workforce Innovation and Opportunity Act (WIOA) programs, unemployment insurance, and reemployment assistance. Questions must be submitted by August 11, 2026, at 4:00 p.m. local time, with applications due August 27, 2026, at 4:00 p.m. via the Vendor Self Service System (VSS). The anticipated contract period runs from November 1, 2026, through October 31, 2029, with an estimated $1.2 million available for FY 2027, contingent on the actual planned yield of the Competitive Skills Scholarship Fund. The Department intends to award one statewide contract but reserves the right to make multiple awards or partial awards.

Funding derives from the Competitive Skills Scholarship Fund as authorized under Title 26 MRSA §2066 (Public Law 2025 Chapter 396), with a minimum of 12% of the annual fund yield directed to this program. Allowable costs include personnel (with fringe and benefits), supplies, training, travel for direct outreach, interpretation and translation services, and legal assistance; administrative costs are capped at 15% of the total award. Non-allowable costs include equipment purchases exceeding $5,000, construction, and gift cards. Awarded applicants must track and report quarterly performance data including individuals served, program referrals, enrollment numbers, and systemic barriers identified, with narrative reports due 15 days after each quarter and financial reports due 25 days after each quarter. The program emphasizes systems change as a core function, requiring applicants to identify employment barriers and generate policy recommendations for Maine Department of Labor consideration. Applicants must employ staff with shared lived experience, maintain secure data systems compliant with state and federal requirements, and coordinate services to supplement rather than supplant existing Department programs. Evaluation will be based on organizational qualifications (25 points), proposed project design and implementation (50 points), and budget justification (25 points).

Community Workforce Connections Program FY 2027

PART I INTRODUCTION

A. Purpose and Background

The Maine Department of Labor (Department) is seeking applications to implement a Community Workforce Connections Program that offers meaningful peer support and workforce navigation to unemployed and underemployed workers across Maine. This initiative, authorized under Title 26 § 2066, will engage peer navigators employed by community-based organizations (CBOs) to help individuals overcome barriers to employment and successfully connect with the Department’s programs and resources, ultimately supporting greater economic security through sustainable employment. The Department invites qualified community-based organizations to apply for funding to implement peer-based workforce navigation services under the Community Workforce Connections Program.

MDOL values the expertise and community trust that CBO partners contribute. Their involvement expands outreach, supports culturally and linguistically appropriate services, and advances equitable access for marginalized and underserved populations. Together, MDOL and selected CBO partners will implement a Community Workforce Connections Program to advance the following goals:

1) Expand Access and Engagement: Increase the number of individuals from populations facing significant barriers to employment who are meaningfully connected to workforce services and programs.

2) Strengthen Service Coordination to Improve Employment and Training Outcomes: Enhance the quality and frequency of engagement with each participant through multiple connection points, effective referrals to partners and service providers, and successful linkage to the resources needed to complete workforce programs and achieve employment stability.

3) Drive Systems-Level Improvement: Identify systemic barriers to employment and training and generate actionable recommendations for policy and program improvement. CBO partners are uniquely positioned - through trusted, ground-level relationships with participants - to surface the gap between formal policy and lived outcomes, and to serve as an ongoing feedback mechanism that strengthens Maine's workforce system over time. Systems change is a core program function, not a secondary objective.

Through this collaborative, person-centered approach, MDOL aims to strengthen Maine’s workforce system by empowering CBOs as trusted connectors - ensuring every Mainer, regardless of background or circumstance, can access opportunity, develop skills, and achieve meaningful employment.

As defined in this Request for Applications (RFA) document, this document provides instructions for submitting applications, the procedure and criteria by which the awarded Applicant(s) will be selected, and the contractual terms which will govern the relationship between the State of Maine (State) and the awarded Applicant(s).

No other person/State employee is empowered to make binding statements regarding this RFA. Violation of this provision may lead to disqualification from the application process, at the State’s discretion.

2. Issuance of the RFA does not commit the Department to issue an award or to pay expenses incurred by an Applicant in the preparation of a response to the RFA. This includes attendance at personal interviews or other meetings, where applicable.

3. All applications must adhere to the instructions and format requirements outlined in the RFA and all written supplements and amendments (such as the Summary of Questions and Answers), issued by the Department. Applications must follow the format and respond to all questions and instructions specified in Part III of the RFA.

8. Subject to the above and pursuant to applicable law, in the event that an Applicant believes any information that it submits in response to this RFA is confidential, it must mark that information accordingly, and include citation to legal authority in support of the Applicant’s claim of confidentiality. In the event that the Department receives a FOAA request that includes submissions marked as confidential, the Department shall evaluate the information and any legal authority from the Applicant to determine whether the information is an exception to FOAA’s definition of public record. If the Department determines to release information that an Applicant has marked confidential, it shall provide advance notice to the Applicant to allow for them to seek legal relief.

E. Awards

In accordance with 26 MRSA §2066 sub-§4, “Of the Competitive Skills Scholarship Fund planned yield described in section 1166, at least 12% of the annual planned yield must be used for the program.”

Final award amounts will be contingent upon the actual planned yield of the Competitive Skills Scholarship Fund (CSSF) for the program year and may be adjusted accordingly.

Any funds not expended in the contract year by the contracted entity must be returned to the Competitive Skills Scholarship Fund, except that any funds for expenses that occurred in that contract year but were not yet paid in that year must remain available to the contracted entity. The department may also seek any available opportunities for funding as needed to support and enhance the workforce navigation services provided under this section.

The Department intends to award one (1) contract for statewide services, but reserves the right to make multiple awards to perform one (1) or more of the services described in Part II of this RFA as a result of this RFA process, including partial awards. The Department reserves the right to eliminate the lowest scoring application(s) and/or make awards at amounts less than that requested, whichever is in the best interest of the State.

F. Applicable Legislation

This grant program is authorized under Title 26 §2066, enacted in Public Law 2025 Chapter 396, signed by Governor Janet Mills on June 20, 2025. This legislation establishes the Community Workforce Connections Program and directs the Department to provide culturally appropriate, person-centered workforce connection services for populations facing significant barriers to employment. The RFA and resulting award(s) are designed to implement and carry out the provisions of this law.

The appeal must be in writing and filed with the Director of the Bureau of General Services, 9 State House Station, Augusta, Maine, 04333-0009 within fifteen (15) calendar days of receipt of notification of conditional contract award.

PART V CONTRACT ADMINISTRATION AND CONDITIONS

A. Contract Document

1. The awarded Applicant will be required to execute a State of Maine Service Contract with appropriate riders as determined by the issuing department.

All exceptions will be negotiated between the awarded Applicant(s) and the State. The State will not accept any proposed exceptions as part of this RFA process. The State is not obligated to accept, negotiate, or compromise of any proposed exceptions.

The complete set of standard State of Maine Service Contract documents, along with other forms and contract documents commonly used by the State, may be found on the Office of State Procurement Services’ website at the following link: Office of State Procurement Services Forms Page

2. Allocation of funds is final upon successful negotiation and execution of the contract, subject to the review and approval of the State Procurement Review Committee. Contracts are not considered fully executed and valid until approved by the State Procurement Review Committee and funds are encumbered. No contract will be approved based on an RFA which has an effective date less than fourteen (14) calendar days after award notification to Applicants. (Referenced in the regulations of the Department of Administrative and Financial Services, Chapter 110, § 3(B)(i).)

This provision means that a contract cannot be effective until at least fourteen (14) calendar days after award notification.

3. The State recognizes that the actual contract effective date depends upon completion of the RFA process, date of formal award notification, length of contract negotiation, and preparation and approval by the State Procurement Review Committee. Any appeals to the Department’s award decision(s) may further postpone the actual contract effective date, depending upon the outcome. The contract effective date listed in the RFA may need to be adjusted, if necessary, to comply with mandated requirements.

4. In providing services and performing under the contract, the awarded Applicant must act as an independent contractor and not as an agent of the State of Maine.

B. Standard State Contract Provisions

1. Contract Administration Following the award, a Contract Administrator from the Department will be appointed to assist with the development and administration of the contract and to act as administrator during the entire contract period. Department staff will be available after the award to consult with the awarded Applicant in the finalization of the contract.

Part 3. Proposed Project

Alignment with MDOL Vision of Success (Please limit your response to approximately 500 words.)

MDOL values the expertise and community trust that CBO partners contribute. Their involvement expands outreach, supports culturally and linguistically appropriate services, and advances equitable access for marginalized and underserved populations. Together, MDOL and selected CBO partners will implement a Community Workforce Connection Program to advance the following goals:

Systems change is a core program function, not a secondary objective

Briefly describe how your organization’s values, experience, and proposed approach to this work are aligned with and will advance the above goals.
