About this file

This document is a Limited Source/Brand Name Justification for the United States Department of Agriculture (USDA)/Agricultural Research Service (ARS)/PWA. The agency requires 10 double disc drill openers with specific technical specifications, to be manufactured by AgPro Inc., compatible with their existing proprietary hydraulic down pressure control systems. The detailed requirements include 15-inch disc coulters, 4.5-inch Optico Farmflex packing wheels, stainless steel seed tubes, specific bolt configurations, and precise mounting and depth control specifications.

The total estimated price for these specialized drill openers is $38,000.00. The justification for sole-sourcing from AgPro Inc. is based on their proprietary technology already integrated with the agency's grain drill, the complexity of reproducing their design, and the need for seamless compatibility with existing equipment. The document emphasizes that having another company attempt to replicate AgPro's technology would require considerable additional effort and cost. The recommended source is AgPro Inc., located in Lewiston, ID, with contact information provided, and the document is signed by the Farm Manager and a Contracting Officer.

3. The rationale or circumstances for limiting competition.

We are currently using AgPro's hydraulic down pressure control systems and software that operate our grain drill's planter units, which is proprietary technology. We need AgPro to manufacture drill openers that are compatible and integrate seamlessly with their own systems and software and that meet our research needs. Ag Pro has the design and build plans to manufacture the drill openers we are requesting to fit and operate seamlessly with the planter units we had purchased with our one-of-a-kind drill. To have another company start from scratch in an effort to try and match another company's propriety technology, would take a considerable amount more of effort and cost than what Ag Pro is requesting. Ag Pro would not need us to haul our drill to their site or facility to produce what we need. Also, Ag Pro already has a working design for what we need which would allow them to produce what we are requesting in a timeline that meets our research needs.

4. A description of the market research conducted and the results or a statement of the reason market research was not conducted.

AgPro has proprietary drill down pressure control systems and software that operate our grain drill. We need AgPro to manufacture drill openers that are compatible and integrate seamlessly with their own systems and software and that meet our research needs.

5. Estimated price, including all options, if applicable.

$38,000.00
