About this file
This document is a Revised Selection Announcement for Areas of Interest 4 A&B under Funding Opportunity Announcement (FOA) DE-FOA-0003105, which is part of the BIL Section 41003 (c) Critical Material Innovation, Efficiency, and Alternatives program. The selection announcement states that the Department of Energy (DOE) has completed the selection process for AOI 4A and 4B, and provides details on the four applications that have been selected for award negotiations. The selected applicants are Idaho National Laboratory, Iowa State University, The Pennsylvania State University, and Aspen Aerogels, Inc. The remaining AOIs (1A&B, 2A&B, 3, and 5) are still under merit review. Unsuccessful applicants will receive a letter from the National Energy Technology Laboratory (NETL) with additional information regarding the evaluation of their application. This FOA is funded under the DOE's Fossil Energy Research and Development program and has a total funding opportunity value of $600 million.

REVISED Selection Announcement for Areas of Interest 4 A&B.
In our selection announcement for Areas of Interest 4 A&B, we stated that applicants who are not selected will receive an Unsuccessful Applicant Letter from NETL, which will include additional information regarding the evaluation of their application. This process is being revised, as the selection announcement will serve as the primary notification for unsuccessful applications in the future. If you have any questions concerning your application under Areas of Interest 4 A&B, please contact the Grants Officer, Ryan Miller, at Ryan.Miller@hq.doe.gov. Applicants selected for award negotiations will still be contacted by NETL to initiate the negotiations.
In addition, we would like to provide further information for all unsuccessful applicants under
AOI 4 A&B.
Thank you for submitting your funding application to FOA 3105. We appreciate the time and effort you invested in preparing your proposal. After a thorough review, we regret to inform you that your application was not selected for funding at this time. The selection process was highly competitive, and many strong proposals were received. FOA 3105 was the first funding opportunity from BIL section 41003 (c) calling for investing appropriations of $600 million for the Critical Material Innovation, Efficiency, and Alternatives research, development, and demonstration program to: develop alternatives to critical materials that do not occur in significant abundance in the United States; promote the efficient production, use, and recycling of critical materials, with special consideration for domestic critical materials, throughout the supply chain; ensure the long-term, secure, and sustainable supply of critical materials; and prioritize work in areas that the private sector by itself is not likely to undertake due to financial or technical limitations. In the event FECM issues a similar solicitation in the future, we would encourage you to apply again for that future funding opportunity. Thank you again for your application.
ORIGINAL ANNOUNCEMENT:
Selection Announcement for Area of Interest 4 A&B
The Department of Energy (DOE) has completed the selection process for AOI 4A and 4B of FOA DE-FOA-0003105, and the following applications have been selected for award negotiations.
• Idaho National Laboratory, Battelle Energy Alliance LLC (GRANT14036054 -AOI 4A) plans to develop a novel and fully domestic decarbonized pathway to manufacture high-purity synthetic graphite, along with other durable carbon-based materials, from carbon dioxide-based feedstocks.
• Iowa State University of Science and Technology (GRANT14033811-AOI 4A) plans to integrate the conversion of copper waste generated through the recycling of permanent magnets with highly energy-efficient chemical processes for producing hydrogen.
• The Pennsylvania State University (GRANT14036646- AOI 4A) plans to research the materials science and engineering of boron nitride and its potential application in the manufacture of semiconductor devices as an alternative to gallium, almost none of which

is produced in the United States.
• Aspen Aerogels, Inc. (GRANT14034589 -AOI 4B) plans to scale up their lithium iron phosphate-based battery technology from bench‐scale to pilot‐scale for use in electric vehicles—as an alternative to lithium‐ion batteries that require key critical materials, such as nickel and cobalt, that are largely sourced from outside the United States.
The remaining AOIs are still under merit review: 1A&B, 2A&B, 3, and 5.
Selected applicants will receive a Successful Applicant Letter from personnel at the National Energy Technology Laboratory (NETL), who will conduct the award negotiations and administer the resulting agreements. Applicants who are not selected will receive an Unsuccessful Applicant Letter from NETL with additional information regarding the evaluation of their application. [See Revised Process Above]
