About this file

This is a pricing schedule document (Schedule B) for Request for Proposal No. 260000002460 issued by the Michigan Department of Environment, Great Lakes, and Energy (EGLE) for a Pollution Prevention & Food Waste Reduction Technical Assistance Program. The contract requires contractors to deliver comprehensive technical assistance services over a one-year period, including project kick-off and closeout meetings, two virtual listening sessions, one in-person roundtable meeting, development of webpage content and outreach materials, technical assessments and assistance at up to 12 facilities with two site visits per facility, technical assistance survey form development with up to three follow-up phone conversations per facility, four case studies from assisted facilities, three educational webinars or workshops, and twelve monthly progress meetings. The pricing schedule must be submitted in modifiable Microsoft Excel format, though non-modifiable PDF submissions are permitted as supplements. Failure to complete the pricing schedule as specified may result in proposal disqualification.

Contractors must provide lump-sum rates and hourly rates that account for both time and material costs, with travel mileage reimbursed at the State Travel Rates per Schedule D. Allowable overhead costs include employee benefits, professional liability insurance, taxes, accounting, printing, and miscellaneous items such as licensing or recertification fees. The budget includes line items for site visit costs per facility, technical assistance hours (budgeted at a maximum of 100 hours for all 12 facilities), case study development, webinar delivery, in-state and out-of-state conference attendance (maximum of 3 total for all staff), onsite travel expenses (budgeted for 2 visits per site at up to 10 sites), and indirect costs calculated as a percentage of direct costs. Contractors must also provide equipment lists with unit prices, though the state does not guarantee purchase of all listed equipment and retains ownership of all equipment purchased for assessors' use. Personnel hourly rates must be submitted based on role and responsibility rather than title, with mileage calculated from the employee's office or home address, whichever is closest to the destination.
