CLS 411- Inspection and Vegetation Control for Railroad Infrastructure and Facilities
– Paragraph 5.1 – 5.2
5.1 Basic service
The contractor shall provide inspection and vegetation control for the complete railroad and the facilities within the USAG Ansbach, Katterbach Kaserne, Katterbach and Storck Barracks, Illesheim.
Service shall provide for the below planned needs on the U.S owned installation according to IAW EBO(A) in connection to last applicable specific guidelines Ril versions including the path of module directions under the respect of determined time intervals given by guideline and regulation. Based on that is the responsible full on contractor site to execute all services with trained man power, approved vehicle, calibrate and released tools and measurement instruments.
5.1.1 General basics
The Contractor shall provide general service as below listed:
- Monthly cleaning of total 40 rail grooves at railroad crossings IAW Ril 882 at
USAG Ansbach Katterbach, Kaserne Katterbach, and Storck Barracks, Illesheim.
Debris shall be hauled off to a public dump. Accumulating debris shall be hauled off to a public dumping, as outlined in the respective positions, in accordance with regulation for “Prevention and Disposal of Debris” (AbfG), latest edition.
During accumulation of snow and ice, salt shall be sprayed once every month.
Estimated length 227 linear meters (at Katterbach 192 m and Illesheim 35 m).
- Monthly cleaning, greasing, and moving of each switch IAW corresponding positions of Ril 892.9302.06 at USAG Ansbach Katterbach, Kaserne Katterbach, and Storck Barracks, Illesheim. Debris shall be hauled off to a public dump.
Accumulating debris shall be hauled off, as outlined in the respective positions, in accordance with regulation for “Prevention and Disposal of Debris” (AbfG), latest edition. In the event of snow and ice conditions, salt shall be sprayed.
Number of turnout:
5 switches in USAG Ansbach Katterbach Kaserne, Katterbach 7 switches in USAG Ansbach Storck Barracks, Illesheim
5.1.2 Inspection and measure of switches including interlocking device
- The Contractor shall provide and carry out a technical correct recording, evaluating, checking, testing and measuring of each switches and each connected interlocking device IAW EBO (A) directed in regulation Ril 821.2005 and DS 892.03.02.
- The Contractor shall provide for each U.S owned turnout a new turnout single certificate (Weichenkarteikarte) and interlocking certificate (Verschlusspruefung) in printed format including with the name, profession and original signature of executing person for each station. Deficiencies need to be red marked and underlined. Correction proposal shall be noted inside each single certificate. Last known certificates can be reviewed by the COR. Service shall be executed at the session time spring or fall. All specific data shall be recorded and submitted with date, seal and signature of the executing person. Certificates will need to be provided to the COR no later than 30 days after contract award (Deliverable A009).
- Contractor shall be turnout mechanic, turnout inspector, point operator, linesman or signal mechanic in LST (Leit -und Sicherungstechnik) field.
Number of turnout inspection and measurements:
5 turnouts in USAG Ansbach, Katterbach Kaserne, Katterbach 7 turnouts in USAG Ansbach, Storck Barracks, Illesheim
5.1.3 Inspection and measure railroad crossings
- The Contractor shall provide and carry out a technical correct recording, evaluating, checking and measuring of all railroad crossings and maintain and update of all needed maps, files, handbooks, inspections sheets, operation manuals and essential inspection certificate for each crossing. An index file and certificate IAW EBO (A) as directed in Ril - VDV BueV-NE -BUE-Nachweis” must be created for each railroad crossing. All parameters for each rail passing shall be present. The specific data shall be recorded and submitted with date, seal and signature of the executing person. Service shall be execute at the session time spring or fall.
- Contractor shall be turnout mechanic, turnout inspector, point operator, linesman or signal mechanic in LST (Leit -und Sicherungstechnik) field.
approx. 33 railroad crossings belong the USAG Ansbach Katterbach Kaserne, Katterbach railroad track (Including approx. 10 crossings covered with boardwalk).

5.1.4 Inspection walk of complete rail infrastructure
- The Contractor shall provide and carry out a complete inspection walk IAW EBO(A) and connected regulation Ril 821(jaehrliche Begehung) with recording, evaluating, checking of the whole rail infrastructure, railroad structure including the superstructure, all symbols and signs, bumpers, culverts, bridges, gates, loading ramps and railroad facilities as yearly directed by EBO(A).
All actual conditions with findings and deficiencies for USAG Ansbach owned tracks shall be submitted within two weeks to the COR and the railroad site manager in a report with correction proposal including provision of a concept design for repair work, stating immediate measures to be taken, measures for minor maintenance, renewal, with indication of effects (closing or slow traffic points) when not taking the measures required.
Service shall be executed at the session time spring or fall.
The data shall be submitted with date, seal and signature of the executing person.

5.1.5 Inspection of railroad culverts
- The Contractor shall inspect all U.S. owned exam relevant culverts and crossings by an expert opinion with specific license (main inspection / inspection per interval) at site with respect to function and failures relevant for safety according to guideline of Ril 836 Modul 836.8001, Modul 836.0900 as well as DIN 1076 (RI-
EBW-PRUEF).
- The Contractor shall prepare the documentation with an inspection certificate in a building data sheet status format (Durchlassverzeichnis) with culvert landscape map (Durchlasslageplan).
The format shall communicate a status test and expertise of all essential properties about culvert construction, material and corrosion prevention, and an elaboration of a sanitation proposal. All data shall be submitted with date, seal and signature of the executing person to the COR within two weeks. Service shall be executed at the session time spring or fall.
- Contractor shall be a field-approved civil engineer as subject specialist.
5.1.6 Inspection of railroad loading ramps
- The Contractor shall inspect U.S. owned exam relevant ramps by an expert opinion with license (main inspection / inspection per interval) at site with respect to function and failures relevant for safety according to guideline of Ril 804.8001, Modul 836.8001, Modul 836.0900 as well as DIN 1076(RI-EBW-PRUEF).
The documentation shall include an inspection certificate and building landscape map for each in a building data sheet (Bauwerksheft) with status test and expertise of construction inclusive material and corrosion prevention with elaboration of a sanitation proposal. All data shall be submitted to the COR with date, seal and signature of the executing person. Service shall be execute at the session time spring or fall.
- Contractor shall be a field-approved civil engineer as subject specialist.
Number of ramps:
1 single-head ramp at USAG Ansbach Katterbach Kaserne, Katterbach 1 double-head ramp in USAG Ansbach Storck Barracks, Illesheim
5.1.7 Superstructure inspection and measurement
- The Contractor shall inspect and periodically monitor the rail and track superstructure systems IAW EBOA § 12 ff. in direction with 821 as well as 821.2007A02 - Superstructure shall be inspected, checked, and maintained and IAW Ril 883. The individual components of the track shall be checked visually.
An elaboration of a sanitation proposal shall be attached for each track milestone and track section. Service shall be executed at the session time spring or fall with a rail measure vehicle system Krabbe. A report with all measurements shall be generated in digital format. Verification and update of the rail landscape map (Gleisbestandsplan) shall be followed up as requested by COR. The completed data shall be submitted within two weeks with date, seal and signature of the executing person.
Approx. 6100 linear meters at USAG Ansbach Katterbach Kaserne, Katterbach.
Approx. 2800 linear meters at USAG Ansbach Storck Barracks, Illesheim.
5.1.8 Vegetation control of the complete rail track and rail crossings including the railhead
- The Contractor shall spray semi-annually existing rail tracks, rail crossings, and superstructure with herbicides according to valid requirements IAW EBO (A) in direction with RIL 882. Solid waste, dirt, mud, leaves, or other debris shall be removed before the service starts. In case of EBO (A) approved two way vehicle use - a manual apply must be execute in all other areas where the vehicle cannot reached all structure or where it is not possible to drive. Service shall be executed at the session time spring or fall.
- All vegetation control shall be performed while wearing special protective clothing, goggles, and gloves and shall be executed by a certificated applier.
- Contractor shall be track inspector, track mechanic or linesman with subject certificate for vegetation control or alternative vegetation controller / forest worker with specific field qualification in track siding maintenance (Fahrwegpfleger). Track vehicle operating license required by use of approved two-way vehicle.
Approx. 6100 linear meters at USAG Ansbach Katterbach Kaserne, Katterbach (Including approx. 600 linear meters of boardwalk).
Weed vegetation control shall only be performed according to the following:
During wind intensity
- less than five (5) m per sec (drift derivation)
- Bee Protection Regulation
- Water Protection Requirements W1, W2, W3
- Area limitation to public trenches and ground surfaces shall be adhered to
- Weed control agents to be used shall be approved in writing by the BBA and
BGA (Bundesgesundheitsamt, Sitz Berlin)
- Directive for the maximum amount to be used for approved weed control agents
- Certification for the application of plant protective agents.
- Approval from “Amt fuer Landwirtschaft und Forsten” Ansbach and Neustadt a.d.
Aisch, will be required prior to start of spraying. Approval shall be submitted to the COR of this contract.
- An approved herbicide by latest environmental law shall be used.
- Certification of herbicides to be used including consumption per hectare, type of herbicide used, water protection area, etc. shall be submitted to the COR, in writing, at the pre-performance conference.
- One (1) Service means two (2) times spreading with herbicides within ten
(10) days as requested by the COR.
- Burning is for one whole interval partly required.
- Required water to perform herbicide spraying will be furnished at the U.S installation.
- Working width at single rail center is 6.0 m – 8.0 m.
- Two (2) spraying services shall be performed between March and May plus September and October in a distance of ten (10) days. As requested by the
COR.
5.1.9 Vegetation control of track daylight profile
- The Contractor shall perform a clearance cut as requested by the COR. Check and clearance railway gauge (Lichtraumprofil –EBOA § 7 ff. in direction with RIL
882) apply.
- Trees, bushes, and other vegetation shall be cut to 6 m (from middle of railroad) and near to ground. Cut: four (4) m left, four (4) m right, total height of five (5) m to daylight profile. Fallen trees and bushes shall be hauled or carried off and recycled according to valid applicable regulation. Service shall be executed at the session time spring or fall.
- Trees, bushes, and other vegetation next to the garrison fences shall get a clearance in the full height to keep a clear view from outside into the track line.
- Approval from “Amt fuer Landwirtschaft und Forsten” Ansbach and Neustadt a.d.
Aisch, will be required prior to start of clearance cutting. Approval shall be submitted to the COR of this contract four weeks before the POP is performed.

5.1.10 Vegetation Control at Railroad bed trenches of Railroad Tracks
- The contractor shall provide vegetation control to the railroad superstructure drain ditches. In reference to the center track axis and daylight profile IAW EBO
(A) in direction with Ril 882 shall be four (4) linear meters left and four (4) meters from the right side all vegetation removed, cleaned, and cut to a height of daylight profile shape. Service shall be executed at the session time spring or fall by use of two-way vehicle including all needed equipment.
- Existing ditch angle shall not change or be modified. Cuttings shall be hauled or carried off and recycled IAW valid applicable regulation.
- Local particularities morphology, alinement, vegetation of the water supply in the embankment area and, if necessary, existing safety structures must and landscape must be respected and shall not change.
- Trees shall be cut, rootstocks shall be milled, and vegetation shall be removed to ensure proper drainage of water in the technical correct direction. All cut vegetation shall be hauled off and recycled according to the last effective waste rules.
- Approval from “Amt fuer Landwirtschaft und Forsten” Ansbach and Neustadt a.d.
Aisch, will be required prior to start of service. Approval shall be submitted four weeks after award to the COR of this contract.
Approx. 3200 linear meters for trench line starting in reference of public to private turnout Wicklesgreuth into USAG Ansbach Katterbach Kaserne, Katterbach track line.
Approx. 800 linear meters for trench line starting in reference from rail fence to rail fence in USAG Ansbach Storck Barracks, Illesheim track line.
5.1.11 Vegetation Control at Railroad dams of Railroad tracks
- The contractor shall provide vegetation control to the railroad dam.
In reference to the center track axis and daylight profile IAW EBO (A) in direction with Ril 882 shall be four (4) linear meter left and right side all vegetation removed, cleaned, and cut to a height up to one (1) linear meter.
Service shall be executed at the session time spring or fall.
- Existing dam angle must shall not change or be modified. Fallen cuttings shall be hauled or carried off and recycled IAW valid applicable regulation.

- Trees shall be cut and vegetation shall be removed to ensure proper draining of water in the technical correct direction. All cut vegetation shall be hauled off and recycled according to the last effective waste rules.

5.1.12 Vegetation Control at Railroad Culverts of Railroad Tracks
- The contractor shall provide vegetation control to the access way of railroad exam relevant culverts.
- The contractor shall mow the access way. The access way shall be cut two (2) linear meters left and right side of the centerline. All vegetation shall be removed, cleaned, and cut to a height up to two (2) linear meters.
- Existing walkways shall not be changed or modified, culvert shall be flushed as required.

- Trees shall be cut and bush and green vegetation shall be removed to ensure safe passing. All cut vegetation shall be hauled off and recycled according to the last effective rules.
- Approval from “Amt fuer Landwirtschaft und Forsten” Ansbach will be required prior to start of dam vegetation control. Approval shall be submitted four weeks after award to the COR of this contract.
Approx. 7 culverts at USAG Ansbach Katterbach Kaserne, Katterbach.
Approx. unknown number in culverts at USAG Ansbach Storck Barracks, Illesheim
5.1.13 Inspection of bumpers
- The Contractor shall inspect and correct moveable bumpers by an expert. A report shall be generated where all parameters are monitored IAW EBO (A).
Movable bumpers shall perform IAW Ril -DS 8001 01. Service shall be executed at the session time spring or fall.
The inspection and service of movable bumpers shall include:
• Evaluating break impact force for present installation with calculation
• Railroad symbol plates are present and fixed
• Position markings are present, fixed, and in correct position
• Torque of brake element bolts is correct,
• Bolts of brake elements are lubricated
• Sufficient braking distance behind the buffers is provided
• General rail runway condition is without vegetation
• Track profile is free of corrosion and lubricated
- All data shall be submitted with date, seal, and signature of the executing person.
- Contractor shall be turnout mechanic, turnout inspector, point operator, linesman or signal mechanic in LST (Leit -und Sicherungstechnik) field.

5.2 Tasks
5.2.1 Performance / Service Scheduling
Planning and scheduling of appointments for the performance of inspection and vegetation control is the sole responsibility of the contractor and shall be coordinated with the responsible CORs.
During all services the contractor must organize a self-securing according to the valid accident prevention regulations as listed below:
