About this file
This is a Notice of Intent to Participate issued by the State of Oregon's Department of Administrative Services, Procurement Services (DAS PS), announcing Oregon's participation in a NASPO ValuePoint interstate cooperative procurement conducted by the State of Arizona. The procurement, designated as RFP #BPM002338, seeks to establish Participating Addenda with qualified software value-added resellers to provide software products and related services, including installation, configuration, maintenance, and advisory services. The RFP is organized into three award categories: General Software, Microsoft Software, and Oracle Software. The State of Arizona, through its State Procurement Office, serves as the lead state and administering agency, with Eric Bell designated as the Lead State Contract Administrator. The procurement is structured to leverage collective purchasing volume to achieve more favorable pricing and better value than individual state or local entities could obtain independently. No specific response deadline is provided in this notice, as it relates to the master agreement award process by Arizona rather than a direct solicitation to Oregon entities.
The State of Oregon estimates that Oregon state agencies and Oregon Cooperative Procurement Program (ORCPP) members may spend in aggregate over $37 million annually under the resulting Participating Addendum(s), though this is noted as an estimate only. Oregon's selection process allows for entering into Participating Addenda with three or more highest-ranked awardees for Category 1 providing national-level services, one awardee each for Categories 2 and 3, and optionally with providers serving Oregon only. Purchasing entities that are state agencies may use direct award for purchases under the threshold specified in ORS 279B.065, award to the highest-ranked proposer, conduct a best value analysis process including market basket comparisons for contracts exceeding the statutory threshold, or perform cost comparisons. The Participating Addendum(s) are anticipated to run concurrently with Arizona's Master Agreement(s). Questions regarding Oregon's participation should be directed to Debbie Davis, State Procurement Analyst, at the Oregon Department of Administrative Services, with a protest deadline established for November 17, 2020.
