Single Source/Brand Name Justification United States Department of Agriculture
FAR 13.106-1(b)(1) – Simplified Acquisitions
1. Identification of the agency and the contracting office.
The contracting activity is the United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS), Marketing and Regulatory Programs Business Services (MRPBS), Acquisition and Asset Management Division (AAMD). The requiring activity is the United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ), Science and Technology (S&T).
2. Description of supply or service required to meet the agency’s needs.
Bruker/Rotunda ESR5000D Alanine Specific Benchtop Spectrometer and Dosimeter Reader, a benchtop device used to measure irradiation doses from alanine dosimeter pellets treated in phytosanitary irradiation. This system is used for research and development of irradiation treatment against fruit flies and other pests, irradiation treatment certification, dose confirmation for Sterile Insect Technique (SIT) programs, and support for other relevant research at USDA and universities.
3. The rationale or circumstances for limiting competition.
The ESR5000D alanine ESR dosimetry system is the only system that meets the agency’s needs and is widely used in phytosanitary irradiation. This system has unique and specific features that provide the regulatory-required and research-grade sensitivity and reliability in a format that requires minimal infrastructure. Additionally, the reader must meet the specifications of the alanine dosimeter used by APHIS and the commercial phytosanitary irradiation facilities for the alanine ESR dosimetry system to function properly. Currently on the market, there are two other manufacturers (Keycom and Linev) of alanine ESR dosimetry systems, but their products are not compatible with the alanine dosimetry used by APHIS and commercial irradiation facilities.
4. A description of the market research conducted and the results or a statement of the reason market research was not conducted.
An online search including GSA was conducted to identify manufacturers of Alanine Specific Benchtop Spectrometer and Dosimeter Readers. In addition, emails and phone calls were made to the National Institute of Standards and Technology (NIST) and irradiation facilities (in the USA, such as the Gateway America and ReVeam) that are users of alanine dosimeters. With the information gathered, the ERS5000D is the only option that meets the needs of the Treatment and Inspection Methods Laboratory.
