About this file

This is a Brand Name Justification document for the repair of a Teledyne RESON SEABAT T20-P multibeam echo sounder for the Department of the Interior, U.S. Geological Survey's Woods Hole Coastal & Marine Science Center (WHCMSC). The justification supports sole source procurement from Teledyne RESON due to their unique ability to repair the failing receive transducer, which was identified during annual maintenance in January 2025. The existing dual-head system was purchased for $260,000 total, with a recent upgrade costing $158,048.

The repair is critical for WHCMSC's 2025 field programs requiring bathymetric and backscatter data collection for coastal research. The system must meet specific requirements including 190-420kHz frequency range, 1-degree beam width at 400kHz, depth ratings up to 575 meters, and integration with existing hardware. While the repair will be sole-sourced to Teledyne RESON, the government plans to compete the purchase among authorized resellers to ensure fair and reasonable pricing. The document indicates future requirements will be competed to the maximum extent practical when the equipment reaches end of life.

BRAND NAME JUSTIFICATION AND APPROVAL FOR ACQUISITION UNDER THE SIMPLIFIED ACQUISITION THRESHOLD PR: 00440090515

1. Contracting Agency and Activity. The Department of the Interior, United States Geological Survey, Reston Acquisitions Branch, Reston, VA, plans to contract on a brand name basis. This document sets forth the justification and approval as required by FAR 13.106 “Only One Source Reasonable Available”.

2. Nature of Action Being Approved. A new, fixed price contract to Teledyne REASON on a brand name competition basis to repair a failed multibeam echo sounder, that is integral to an existing WHCMSC Teledyne RESON SEABAT equipment.

3. Description of Supplies or Services. The USGS WHCMSC purchased from Teledyne RESON an additional T20P multibeam echo sounder system to upgrade our existing T20P multibeam echo sounder purchased in 2014 to a dual head multibeam echo sounder system. As part of the Teledyne RESON annual extended maintenance agreement the WHCMSC has, a check on all components integral to the system is run by Teledyne RESON each year. In January 2025 this check indicated that there are multiple failing channels in one of the receive transducers that render it unusable and with repairs the transducer will be back in operational order. Teledyne RESON offers the parts and service to repair this failing receive transducer.

4. Estimated Dollar Value. The estimated dollar value is

5. Statutory Authority. The proposed action may be awarded on a brand name justification basis under the authority of FAR 13.106-1(b)(1) “Only One Source Reasonable Available”.

6. Rationale Supporting Use of Citation in No. 5. The USGS already owns Teledyne RESON equipment. The Teledyne RESON SEABAT T20-P dual-head system upgrade that was purchased by the USGS WHCMSC was valued at $158,048.00 making the total value of the WHCMSC T20P dual head multibeam echo sounder $260,000.00. Utilizing repair parts of the same brand name product is essential as no other vendors at this time can provide parts and service to repair the T20P receive transducer. This repair cost and service will enable the WHCMSC to conduct field programs in fiscal 2025 and beyond that require the Reson T20P dual head multibeam echo sounder to carry out the program objectives that require bathymetric and backscatter information that the WHCMSC T20P system provides.

Collection of bathymetry and backscatter data, when coupled with an understanding of sub-surface geology, is fundamental to USGS research and provides a framework for addressing coastal erosion, coastal evolution, shoreline/coastal response to large-scale storm systems, offshore resources, and sediment transport studies.

7. Other Information. N/A

8. The Efforts to Identify Additional Sources Including the Market Research Conducted. Contract Specialist is posting an RFQ to get through the brand name competition results. Market- research indicates no other manufacturer can provide a compatible piece of equipment and repair service as noted in paragraph 6. Market research also indicates competition is available and will be sough among resellers.

9. Actions to Overcome Barriers to Competition. The Government will compete this requirement among vendors who can provide Teledyne RESON SEABAT T20-P brand name products. Future requirements for same/similar items, including when this equipment reaches end of useful life, will undergo market research, and be competed to the maximum extent practical.

10. Recommendation and Certification from Program Office Based on the above, I recommend this acquisition be conducted on a brand name justification basis and certify that the above statements are true and correct.
