About this file

This document is a justification for a sole source contract award. The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Eustis requires recalibration, firmware update and service for their existing Leica Geosystems BLK2GO Module Laser Scanner. The justification cites the scanner's capabilities for GPS-denied mapping of subterranean, indoor and remote areas that complement other terrestrial lidar systems. Competition was limited due to the need to maintain the capabilities of the current BLK2GO system for academic research and accreditation requirements, including colorized point clouds and real-time camera operation. The contracting officer approved the sole source award pursuant to FAR 13.501 subject to funds availability.

Reviews

I have reviewed this justification and find it adequate to support other than full and open competition.

4. Authority Cited: FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).

5. Reason for Authority Cited The D/GENE- Geospatial Information Systems (GIS) program currently operates a number of stationary terrestrial lidar scanners, but only has one mobile lidar scanner (the Leica BLK2GO).The GIS Program currently has no other laser scanning system capable of adequately functioning in a Global Positioning System (GPS)-denied environment; bringing this capability to the department will enable imaging and mapping of subterranean, indoor, and other isolated environments. The terrestrial lidar systems currently used by the GIS program have been extensively used and the requested service will enable more dynamic area mapping and enhance our collection capabilities.

The requested service would provide the ability to collect laser scans of more isolated, remote, or otherwise difficult to observe geographic features, which will in turn result in improved development of 3D topographic models. Overall, this service will provide department Cadets and Faculty access to state-of-the-art simultaneous localization and mapping (SLAM) tools for terrestrial point cloud acquisition and research, in line with current practices available to academia and professionals. The current technological advancements in the fields of laser surveying and geospatial measurement requires the program to maintain survey-grade measurements capabilities. This directly meets the requirement that supports the GIS program to maintain accreditation with the United States Geospatial Intelligence Foundation (USGIF).

The review of alternative SLAM-enabled handheld lidar scanners is restricted to equipment manufactured outside of China, Iran, and/or North Korea. A technical evaluation from the D/GENE faculty and staff reveals the following findings:

• Exyn ExynPak: Similar capabilities to Leica BLK2GO; however, the ExynPak is significantly larger, heavier, and has external moving parts where the BLK2GO has none. Additionally, procurement of the ExynPak would require the purchase of a whole new system (versus just maintenance on the current system) which would significantly increase the cost.

• GeoSLAM ZEB Horizon RT: Does not include real-time camera operation capability to provide colorized point clouds, which is important for the environments we operate in for current academic efforts (e.g., sub-canopy mapping and indoor scanning).

6. Efforts to Obtain Competition:

13. Contracting Officer Certification and Approval:

I certify that this justification is accurate and complete to the best of my knowledge and belief. Based on the foregoing justification, I hereby approve the procurement of recalibration, firmware update and service to Leica Geosystems BLK2GO Module Laser Scanner on other than full and open competition basis pursuant to the authority of 41 U.S.C. 1901 as implemented by FAR 13.501, subject to availability of funds, and provided that the services and property herein described have otherwise been authorized for acquisition.
