About this file

This document is a Special Provisions attachment for highway construction maintenance work issued by the Oregon Department of Transportation (ODOT) for a pavement repair project on Cornelius Pass Highway in Washington County. The project involves furnishing, placing, and compacting 2 inches of Level 3 Dense Asphalt Concrete Pavement (ACP) with fiber reinforcement, cold plane pavement removal at 2 inches, tack coat application, temporary pavement markings, permanent striping installation, and rumble strip installation across multiple segments of the highway from mile post 3.53 to 5.60. Work must be substantially completed by September 15, 2022, with full completion required by September 30, 2022, and may begin upon notice to proceed. The project applies the 2021 Oregon Standard Specifications for Construction with specific modifications outlined in these special provisions covering traffic control, erosion and sediment control, environmental protection, pavement removal, tack coat application, asphalt concrete placement with fiber reinforcement, pavement markings, and rumble strips.

The contractor is responsible for all traffic control measures, including development and submission of a Traffic Control Plan seven days prior to the pre-construction meeting. One traffic lane in each direction may be closed nightly between 9:00 p.m. and 5:00 a.m. The ACP mixture must incorporate FORTA-FI fiber reinforcement at a dosage of one pound per ton of asphalt, with specific quality control and mixing requirements detailed in Section 00744. Contractor responsibilities include providing weigh slips for all ACP and fiber material loads, scheduling and conducting a pre-construction meeting fourteen days prior to construction start, providing an approved ODOT asphalt mix design seven days before the pre-construction meeting, and implementing quality control measures to achieve minimum 91 percent MAMD compaction. Additional requirements include coordinating with ODOT regarding illegal camp cleanup, maintaining proper pavement surfaces for bicycles and pedestrians, and submitting invoices and payroll documentation via email to the ODOT District 2B representative. Defective pavement will be repaired at no additional cost to the state according to Region 1 Maintenance Guidelines, with repairs ranging from 50 to 100 feet depending on pavement age and defect extent.

ii. “Fail” = One or more Undistributed Clips or Agitated Bundles are detected.

2. If a sample is rated as “Fail”, adjust mixing operations to improve fiber dispersion and repeat Step 1 above.

3. If Visual Test results in three consecutive “Fail” ratings, contact the fiber manufacturer for corrective measures.

4. In addition to Visual Test, use a shovel to inspect FRAC mix in the back of first three trucks and every tenth truck thereafter to confirm adequate blending of the fiber.

Updated 11/9/2020

Region 1 Maintenance Guidelines for Pavement Restoration or Defective Work

This guideline applies anytime the asphalt saw cut does not fall at a lane line, striping is removed and not replaced in the same location or when defective paving has to be replaced.

Base Objective: Motorist cannot feel the repaired pavement. Prolong the working life of the asphalt pavement and reduce future maintenance costs.

Repair Guidelines:

1. Pavement condition new or like new (1‐3 years old): Complete a 2” grind and inlay with the same Level of ACP required in the contract (Level 3 minimum) for an area that covers the entire lane width of every lane affected by 100 foot long. The length to be centered on the defective/saw cut area if the defective area is small. If the area is larger than 100 feet then complete a 2” grind and inlay with the same Level of ACP required in the contract for an area that covers the entire lane width of every lane affected by the entire length of the defective/saw cut area.

2. Pavement condition anything less than new (3 years or older): Complete a 2” grind and inlay with the same Level of ACP required in the contract (Level 3 minimum) for an area that covers the entire lane width of every lane affected by 50 foot long. The length to be centered on the defective/saw cut area if the defective area is small. If the area is larger than 50 feet then complete a 2” grind and inlay with the same Level of ACP required in the contract for an area that covers the entire lane width of every lane affected by the entire length of the defective area.

3. When there are several smaller areas that are within a short distance of each other complete one continuous repair.

4. The District Manager or their designated representative will determine the limits of the repair based on these guidelines.
