About this file
This is a Single Source Justification for contract award under FAR 12.102(a) for emergency procurement of repair and maintenance services for a reverse osmosis (RO) water treatment system at the Pittsburgh VA Medical Center.
The Department of Veterans Affairs, through its Regional Procurement Office-East, Network Contracting Office 4, is seeking emergency services to maintain the RO system in the Dialysis Department. The RO system, approximately 25 years old, is critical infrastructure that purifies water for dialysis treatment production. The system requires immediate maintenance to restore and ensure proper functionality; failure to maintain it would prevent dialysis treatment provision and force the medical center to suspend life-sustaining services to patients. The justification documents that market research identified multiple large businesses experienced with RO systems at other VA Medical Centers, but all advised that the system has exceeded its expected service life and recommended complete replacement rather than repair. Only the Original Equipment Manufacturer (OEM) confirmed it retains the proprietary knowledge, parts, and technical capability necessary for interim repairs and maintenance. Engaging alternative sources would result in unacceptable delays due to time required to identify, source, and validate compatible parts, significantly increasing system downtime risk. The acquisition plan action ID is 36C244-26-AP-2263, with contracting activity reference number 2237: 646-26-2-068-0062. The justification was prepared by Contract Specialist Matthew Wright and approved by Branch Chief Mark Knorr on March 27, 2026, certifying the foregoing justification as accurate and complete.

Single Source Justification for MPT up to SAT
Revision: 02 Effective Date: 12/30/2025 Page 2 of 3 Acquisition ID# 36C244-26-AP-2263
The RO system is approximately 25 years old and is currently in the planning phase for full replacement. However, until the replacement system is installed and fully operational, the existing system must be maintained in working condition without interruption.
Due to the highly specialized nature of the system, repair services require proprietary parts and technical expertise. Engaging a source other than the OEM would result in unacceptable delays due to the time required to identify, source, and validate compatible parts, as well as ensure adequate technical capability. Such delays would significantly increase the risk of system downtime.
As a result, the Government intends to award a contract to as the only responsible source capable of meeting the urgent requirement within the necessary timeframe.
4. Description of market research conducted and results or statement why it was not conducted:
Market research was conducted to identify potential sources capable of providing maintenance and repair services for the RO system at the Pittsburgh VA Medical Center. Multiple large businesses with experience supporting RO systems at other VA Medical Centers were identified and contacted by the requiring activity.
However, due to the age of the system, vendors advised that the system has exceeded its expected service life and recommended complete replacement rather than repair.
The Original Equipment Manufacturer (OEM), , was also consulted and similarly recommended system replacement. However, unlike other vendors, the OEM confirmed it retains the proprietary knowledge, parts, and technical capability necessary to perform interim repairs and maintenance to sustain system functionality.
Failure to maintain the RO system would result in the inability to operate the Dialysis Department, requiring the Pittsburgh VA Medical Center to suspend dialysis services. This would have a significant adverse impact on patient care, as dialysis is a life-sustaining treatment that must be provided without interruption. Additionally, the Government would incur substantially increased costs associated with outsourcing dialysis services to non-VA facilities.
