About this file
This document is a case study format template for the USACE Charleston District's Reverse Industry Day and Listening Session scheduled for 19 November 2026.
The format establishes a standardized 10-slide, 15-minute presentation structure designed to ensure comparability across submissions and maintain focus on actionable lessons rather than marketing content. Presenters must address the following required topics: (1) Project Snapshot—project type, owner sector, value range, delivery period, and method without proprietary details; (2) The Problem—rationale for departing from conventional delivery and project constraints; (3) Why This Method—justification for selecting PDB, DB2B, IDAC/CMAR-like collaboration, OTA, or alternative delivery methods with consideration of alternatives; (4) Owner Readiness—pre-procurement decisions, staffing, authorities, requirements maturity, budget status, and governance; (5) Procurement Approach—solicitation structure, competition strategy, selection criteria, proposal burden, and timeline; (6) Commercial/Contract Model—pricing structure, phasing, risk allocation, cost transparency, incentives, off-ramps, and change control; (7) Collaboration in Practice—early participants, meeting frequency, decision authority, design-cost-schedule integration, and issue escalation; (8) Results—comparison of planned versus actual performance using quantitative measures across cost, schedule, scope, quality, safety, changes, claims, and customer outcomes; (9) Lessons Learned—identification of successful and failed elements, practices to avoid, and success conditions; and (10) Recommendations to USACE—three to five specific recommendations addressing acquisition planning, solicitation instructions, evaluation, contract administration, and project selection.
