3. Cost Component. The cost component of a bid shall include a completed unit price list as provided on pages 23 and 24 and must be aligned with the design plans attached as Appendix B. The cost must also clearly identify and reflect the specifications for:
• Reverse-Angled Parking Implementation Plans – Appendix B,

The cost component of a bid must identify any cash discounts; otherwise, the cost component of the bid will be considered to be net.

A bid may be withdrawn only prior to the scheduled time for opening of bids and may not be withdrawn after opening of bids.
6. Disqualification of Contractors; Rejection of Bids. The City reserves the right not to accept any bid or to reject any or all bids and to waive defects or irregularities in any bid in accordance with Virginia law. In particular, any alteration, erasure or interlineations of the Contract Documents and of the bid shall render the accompanying bid irregular and subject to rejection by the City. Opening and reading of a bid shall not be construed as acceptance of bid as being qualified or as a determination of qualification of the Contractor.
Without in any way limiting the bases for disqualification of a Contractor, any one or more of the following causes may be considered sufficient for the disqualification of a Contractor and the rejection of its bid:
6.1. Evidence of collusion among Contractors;
6.2. Lack of competency of the Contractor, as revealed by financial statements, experience or equipment statements as submitted or other factors;
6.3. Lack of responsibility by the Contractor as shown by past work or experience or by being debarred by the City or any other governmental entity; or

c. Each Contractor is solely responsible for making itself aware of all such conditions and applicable laws, ordinances regulations and rules and for obtaining all licenses and permits necessary for the lawful performance of all work under the Contract Documents.
d. The failure by a Contractor to have conducted any investigation and examination will not relieve the Contractor from its obligation to comply strictly with all provisions and requirements of the Contract Documents, nor will a plea of ignorance of such conditions or requirements be deemed to be a basis for any claim whatsoever by the Contractor for additional compensation.
e. By submitting a bid, each Contractor acknowledges and agrees that it has undertaken all investigations and examinations necessary to provide or confirm information that may affect the cost or performance of the work under Contract Documents or has relied in the preparation of its bid.
f. Addenda and Explanations. Requests for interpretations of

The Contractor agrees to post in conspicuous places, available to employees and applicants for employment, notices setting forth the provisions of this nondiscrimination clause. The successful Contractor, in all solicitations or advertisements for employees placed by or on behalf of the Contractor, will state that such Contractor is an equal opportunity employer.
