About this file
This is a Statement of Work (SOW) for the overhaul and testing of Marotta valves for USS Sullivan (DDG 68). The Navy requires the overhaul of nine valves total: seven RM11HB-6B Marotta valves and two RM11MA Marotta valves. The valves have failed or exceeded their Planned Maintenance Periodicity and are impacting the ship's operational readiness, particularly affecting Gas Turbine Engine operations.
The contractor shall perform a standard soft kit overhaul consisting of replacement of all soft parts (o-rings, gaskets, etc.) and comprehensive testing using Original Equipment Manufacturer (OEM) parts exclusively, per maintenance specification MRC 5510/003 36M-1. Work includes preliminary inspection and disassembly, cleaning, routine overhaul, reassembly, and rigorous testing in accordance with manufacturer specifications. If preliminary inspection reveals damaged seats or hard parts beyond the scope of soft kit overhauls, the contractor must submit a Condition Found Report (CFR) and revised quote within five business days for approval before proceeding with additional repairs. The contractor shall return all valves with permanent metal tags listing test pressure, test date, part numbers, and serial numbers. Deliverables include the CFR, overhauled and tested valves, and test reports with Certificates of Conformance. The required turnaround time is 15-30 days if all valves are received simultaneously, or 30-45 days after receipt of order if received at different times. The contractor is responsible for return transportation to the ship or designated Navy receiving point on an F.O.B. Destination basis. Payment shall be made via electronic Funds Transfer through the Wide Area Workflow system. The testing site is Moody Marine Services in Atlantic Beach, Florida, and the Point of Contact is to be determined.
