About this file
This is a Notice of Intent document issued by the Massachusetts Department of Higher Education announcing its intent to accept a best value offer to extend an existing contract with ReUp Education, Inc. through December 31, 2026. The proposed extension will enable six participating institutions—Bunker Hill Community College, Cape Cod Community College, Greenfield Community College, MassBay Community College, Fitchburg State University, and the University of Massachusetts Dartmouth—to continue outreach, coaching, and student support services through the critical Fall 2026 enrollment cycle. The services focus on reconnecting stopped-out learners with higher education opportunities. Interested vendors must submit written responses demonstrating their qualifications by Wednesday, September 23, 2026 at 5 pm ET. Written questions regarding the posting must be submitted by Wednesday, September 16, 2026 at 5 pm ET, with answers posted on COMMBUYS by Wednesday, September 18, 2026 (estimate). The Department will announce its results and determination by Thursday, October 1, 2026 (estimate).
The cost for this six-month extension is not to exceed $473,999.99. ReUp Education, Inc. is the incumbent vendor, having begun pilot work with the six participating institutions in fall 2025. The extension is necessary because participating institutions delayed sharing student lists until late 2025 and early 2026, limiting ReUp's ability to support the typical volume of students during the Fall 2025 enrollment period. Extending services through December 2026 will provide a full annual enrollment cycle and allow the Department to better evaluate the pilot's effectiveness while informing a longer-term Education to Workforce Marketplace strategy. The extension also provides institutional partners with additional time and data to determine whether to enter into individual commercial contracts with the vendor independently. All questions should be directed to Allison Little, Assistant Commissioner of P16 Alignment and Outreach, at alittle@dhe.mass.edu.

Due Diligence Posting of Notice of Intent to Accept a Best Value Offer
The Department of Higher Education (“DHE” or “Department”) announces its intent to Accept a Best Value Offer pursuant to the Commonwealth’s Due Diligence Posting policy, to contract with ReUp Education, Inc. pending the results of this Notice of Intent (“Notice”):
Description
A Notice of Intent (NOI) to extend existing services with ReUp through December 31, 2026 allowing current institutional partners to continue outreach, coaching, and student support efforts through the critical Fall 2026 enrollment cycle. This would allow continuity for effort begun with the six colleges and universities that began working with ReUp in fall 2025 as part of DHE’s pilot: Bunker Hill Community College, Cape Cod Community College, Greenfield Community College, MassBay Community College, Fitchburg State University, and the University of Massachusetts Dartmouth.
The proposed Notice of Intent extension is intended to ensure that residents continue to receive outreach, coaching, and support through the Fall 2026 enrollment cycle. Under the current pilot, participating institutions did not begin sharing student lists until late 2025 and early 2026, resulting in outreach efforts that were unable to support the typical number of students for Fall 2025 that would have been supported if ReUp had received the data over the summer. As a result, ReUp was primarily only able to support students during the Spring 2026 enrollment period. Because the majority of student enrollment occurs during the fall semester, extending services through December 2026 will provide a greater opportunity to reconnect stopped-out learners with higher education and support their return to college. It also provides institutions with time and additional data to decide if they want to enter into a commercial contract with a vendor on their own.
In addition to supporting student re-enrollment, extending the pilot through a full annual enrollment cycle will allow us to better evaluate the effectiveness of the pilot and inform the development of a longer-term Education to Workforce Marketplace strategy.
Cost not to exceed $473.999.99 to support this 6-month extension.
Response Requirement and Deadline http://www.mass.edu/ http://www.mass.edu/osfa
All interested vendors must submit a response containing clear, documented evidence of their ability to meet the qualifications outlined above. Responses must be submitted no later than Wednesday, September 23, 2026 at 5 pm ET.
Evaluation Responses If, after the posting deadline, qualified responses are received, the Department will: (i) Review all submissions for compliance with the stated criteria; (ii) Determine whether a comparable or superior alternative solution exists; (iii) Decide whether to proceed with the identified Best Value Offer or initiate a competitive procurement process.
