Title of Event: OSD RDT&E Engineering and Technical Support (RETS) Virtual Industry Day

Audience: Members of the Department of Defense (DoD) and Industry Representatives

When: 3 March 2020; 12:30 PM EST

Where: Telecon (Government will provide the conference telecon for the general session upon registration, and the company will provide the call-in number for their respective 1-on-1 session)

Abstract: It is the intent of the Washington Headquarters Services / Acquisition Directorate (WHS/AD) on behalf of the Office of the Undersecretary of Defense for Research and Engineering OUSD(R&E) to award a multiple holder Indefinite Delivery / Indefinite Quantity (IDIQ) in FY20 which supports the overall

Department of Defense mission, to include the OUSD R&E. The mission of OUSD (R&E) as the Chief

Technology Officer is to foster technological dominance across the Department of Defense and ensure the advantage of the American warfighter. The OUSD (R&E) enterprise is composed of the Directorate of

Defense Research and Engineering for Advanced Capabilities (AC); the Directorate of Defense Research and Engineering for Research and Technology (RT); the Directorate of Defense Research and Engineering for Modernization (M); and 11 modernization priority areas.

Industry Day Objectives:

- Provide early engagement and communication to industry

- Provide a forum to discuss challenges and mitigation strategies

- Improve the quality of any future solicitations

- Identify vendors interested and capable of executing future workload

- Description of Need by Roy Smith, Independent Consultant (Contractor)

- Acquisition Strategy by Benjamin Bryant, WHS/AD

Who Should Attend: Considering the Government intends to set-aside this acquisition for small businesses under NAICS 541715a Research & Development in the Physical, Engineering, and Life Sciences (except

Aircraft, Aircraft Engine and Engine Parts) (< 1,500 employees), the Government welcomes qualified prime small businesses (i.e. businesses capable of performing more than 50% of the scope) to attend the industry day. Attendance at this event is not required for eligibility to bid on any future requirements. Non-

Government advisors will be participating on the Government team.

1-on-1 Session: Due to schedule limitations, 1-on-1 sessions will be limited to 10 minutes, and invitations will be offered on first come first serve basis to the first twenty (20) companies that register for the industry day and express interest in attending a 1-on-1 session. The Government is most interested in hearing the

Company vision, approach, and commitment to providing OUSD (R&E) with exceptional quality, responsive, and agile support across all 7 PWS task areas.

Registration: Pre-registration is mandatory for attendance and must be received NLT 5:00 PM EST on

21 February. This event will be held via telecon at the UNCLASSFIED Level and is only open to US citizens. In addition to the call-in number for the general sessions, information addressing 1-on-1 session time along with the general industry day briefing slides will be provided to respondents upon confirmation of their registration.

Any submitted information may be used to structure future solicitations. Sensitive, proprietary, or otherwise confidential information must be marked appropriately in the response. The Government intends to encourage collaboration by sharing the Company’s name and the Strategic Engagement Contact with all vendors.

The Government anticipates utilizing non-Government advisors throughout the acquisition process. As such, respondents are advised that data submitted to the Government in response to Industry Day will be released to non-Government advisors for review and analysis.

This notification does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation, award a contract, or conduct an acquisition in any particular way. Response to this

Industry Day is not required in order to respond to any future RFP that may possibly follow, but information gathered through this meeting may influence RFP development.

The Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement or incurred for participation in the Industry Day will NOT be reimbursed.
