About this file
This is a Decision Document for Restricting Competition under FAR 12.102(a) for a commercial acquisition valued at or below the Simplified Acquisition Threshold (SAT) issued by the Department of Veterans Affairs.
The Network Contracting Office (NCO) 10, located in Cincinnati, Ohio, on behalf of Dayton VAMC, is procuring exterior masonry repair services for Building 411. The project scope includes all labor, materials, tools, and expertise necessary to repair exterior masonry in areas directly affecting rooms 13 and 125. These rooms house servers for the electronic health records management system (EHRM) and are experiencing water intrusion due to missing and faulty tuckpointing. The contracting officer has justified restricting competition to a single source—Bravia Services, an Service-Disabled Veteran-Owned Small Business (SDVOSB)—based on the urgent and imminent threat to EHRM operations and patient care. Bravia Services is prepared to complete repairs immediately upon purchase order issuance. Market research was conducted using NAICS code 238140, which identified 1,094 SBA-certified SDVOSB and VOSB small businesses; however, additional market research was not completed due to the urgent nature of the requirement. Contracting Officer Brian D. Rosciszewski approved the purchase on July 22, 2026, certifying the justification as accurate and complete.

Decision Document for Restricting Competition IAW FAR 12.102(a) For
Commercial Acquisitions Valued at or Below the Simplified Acquisition Threshold (SAT)
Acquisition Plan Action ID: 36C250-26-AP-4107
1. Contracting Activity:
Network Contracting Office (NCO) 10 260 East University Avenue Second Floor, Suite 100 Cincinnati, Ohio 45219-2637
Dayton VAMC 4100 W. 3rd Street Dayton OH 45428
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
This project involves all labor, materials, tools, and expertise necessary to repair the exterior masonry of Building 411 at the subject VA medical center. The work is limited to areas directly affecting rooms 13 and 125. The vendor shall provide the services required of the PWS.
The total estimated value of this action is $XXXXX.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Rooms 13 and 125 of building 411 are experiencing water intrusion due to missing and faulty tuckpointing of the exterior masonry. The rooms are critical to VA operations and patient care as the space is intended for servers used by the electronic health records management system (EHRM).
Water intrusion to these rooms presents an urgent and imminent threat to the EHRM program and patient care; it must be mitigated. The repair is a critical requirement that must be completed as soon as possible. Bravia Services (an SDVOSB) is prepared to complete the repairs as soon as a purchase order is received. For these reasons, the contracting officer has determined that only one source is available and competition will be restricted.
4. Description of market research conducted and results or statement why it was not conducted:
The Small Business Administration’s Small Business Search was queried using NAICS code 238140.
1,094 small businesses that were SBA certified as SDVOSB or VOSB were identified.
Due to this requirement being urgent in nature, additional market research was not completed.
