About this file
This document contains official responses to bidder questions for the CatalystQ minority business training accelerator program being administered by Queen Anne's County Economic & Tourism Development (QACETD) in Maryland. QACETD seeks qualified entities to deliver a comprehensive entrepreneurship accelerator program targeting minority entrepreneurs at all business development stages, from pre-launch through growth and expansion. The program will serve approximately 5-10 participants per cohort and must incorporate required service areas including business knowledge, access to capital, legal and regulatory compliance, and networking opportunities. Proposers have flexibility to design their instructional framework and curriculum based on demonstrated best practices, though the County will lead participant recruitment and selection in collaboration with the selected contractor. The program is expected to be delivered primarily in person with limited virtual or hybrid components acceptable when they enhance participant access or provide specialized expertise. The selected contractor should anticipate providing monthly progress reports, participant attendance tracking, program milestones, budget updates, and a final report summarizing participant outcomes, lessons learned, and recommendations for future cohorts.
The total program budget is $45,000, which may be awarded to a single organization or divided among multiple vendors based on proposal quality and the County's determination of the most advantageous approach. Reasonable indirect and administrative costs are allowable if clearly justified, though proposals emphasizing direct program delivery and participant impact will be viewed more favorably. QACETD will work collaboratively with the selected contractor to identify an appropriate facility location, and proposers should budget for any anticipated facility costs while noting assumptions. Partnerships with educational institutions, community organizations, business support organizations, financial institutions, and technical experts are encouraged and viewed favorably. Professional services such as legal and accounting expertise should be included, while QACETD will administer participant mini grants directly. Payment terms will be negotiated based on contract milestones or periodic invoicing. The program is funded through the Community Reinvestment and Repair Fund and builds upon the inaugural 2025 cohort's success, which served 8 minority entrepreneurs and demonstrated the value of combining structured business education with individualized technical assistance and networking opportunities.

2. Is the target audience primarily startup businesses, existing businesses seeking growth, or a combination of both?
A combination of both. The program is intended to support minority entrepreneurs at varying stages of business development, including individuals preparing to launch as well as existing businesses seeking growth, expansion, or increased operational capacity.
3. Will QACETD recruit and select program participants, or is participant recruitment an expected responsibility of the selected contractor?
