Title: Pain Management Evidence-Based Guideline Responses to Offeror Questions

1. Question: As referenced in Section H “Other Information” Subsection A (NOFO page 18), what is the due date for the AHRQ systematic review on pharmacological management of acute pain by EMS in the prehospital setting under the terms of the current Interagency Agreement? Has AHRQ reported any “reasons for delay” or other concerns in required or informal mechanisms suggesting that it may not be complete by the specified due date?

NHTSA Response: Comparative Effectiveness of Analgesics to Reduce Acute Pain in the Prehospital Setting was published on September 3, 2019 and can be viewed at the following link: https://effectivehealthcare.ahrq.gov/products/acute-pain-ems/research

2. Question: I am completing the Lobbying Activities form and I need clarification for question 10. Is the form for the lobbyist specific to the grant opportunity? Is the form addressing Federal, State and local lobbyist? On the 990’s Schedule C we report the lobbying costs. Can I send an attachment with the page from the 990 and the list of lobbyist?

NHTSA Response: The form covers any lobbying registrant under the Lobbying Disclosure Act of 1995 engaged by the reporting entity identified in Item 4 to influence the covered Federal action.

3. Question: Do you anticipate this funding opportunity being available next year?

NHTSA Response: No. NHTSA does not anticipate this funding opportunity being available next year, although, we do anticipate making award of this funding opportunity next fiscal year.

4. Question: Are state agencies able to apply for this opportunity?

NHTSA Response: Per the executed Justification for Limiting Cooperative Agreement Competition dated July 30, 2019, “Following an inquiry by the U.S. Congress, AHRQ stopped issuing clinical guidelines, as it was deemed to be outside the authority of federal agencies. It is now standard practice for clinical practice guidelines to be developed and "owned" by medical specialty organizations, rather than by federal agencies. Neither educational Institutions, state and local governments, hospitals, or for-profit companies quallfy as medical specialty organizations. Market research indicates that all EMS medical specialty organizations representing EMS physicians in the U.S. are non-profit organizations.”

5. Question: Under this “non-profit organizations” designation, would institutions of higher education be considered a viable applicant category?

NHTSA Response: See NHTSA response to Question #4.

6. Question: Can the due date for submission of applications be extended?
