About this file

This document is the Responses to Offeror's Questions for RFP No. 23-0904006-017 issued by the South Dakota Department of Health's Office of Disease Prevention and Health Promotion for the All Women Count! (AWC!) Program Claims Administrator.

The RFP seeks a vendor to serve as a third-party administrator for claims processing and supporting services for the AWC! Program, South Dakota's Breast and Cervical Cancer Early Detection Program. The vendor must have an established network of providers, hospitals, and radiology sites to make procedural payments on behalf of the program. The anticipated contract period is June 1, 2023 to May 31, 2024, with the option to renew for four additional one-year terms through May 31, 2028. The RFP responses address clarifications on contract term, matching fund requirements, location of services, and proposal submission methods.

The answers are in Red

1. Question: Section 1.13 states "The anticipated contract period is June 1, 2023 – May 31, 2024, with the option to renew for four (4) additional years in one (1) year increments through May 31, 2024." It appears that the State intends to have the option of funding beyond May 31, 2024, whereas, the guidance sets an expiration date for the four (4) option years within the first year. We believe the State intended to identify May 31, 2028 as the expiration for all option years. Is our understanding correct?

Answer: That is correct. The sentence should read, “The anticipated contract period is June 1, 2023 – May 31, 2024, with the option to renew for four (4) additional years in one

(1) year incremenets through May 31, 2028.

2. Question: Section 3.10 states that the offeror must "Provide match (in-kind) of at least 33 percent of the total federal award amount received from the Centers for Disease Control and Prevention (CDC) per year." Would existing contracts/licenses between vendors and the SD DOH qualify as the in-kind match for this requirement?

Answer: Matching funds must be from non-Federal sources. As long as the in-kind match is not Federal dollars, this would likely be acceptable.

3. Question: Would SD DOH consider moving the award decision date to occur closer to the proposal submission date to allow time for business requirements gathering meetings commensurate with a June 1st, 2023 payment processing start date?

Answer: The award decision will be announced as soon as possible, but there is no guarantee it will be announced prior to May 31, 2023.

4. Question: Whether companies from Outside USA can apply for this?

(like,from India or Canada)

Answer: As stated in Section 1.1, the vendor must have an established network of providers, hospitals, and radiology sites to make procedural payments on behalf of the All Women Count! Program. In addition, as stated in Section 3.1, the vendor must be able to accept appropriate forms via mail. If the vendor has access to a network of providers in South Dakota and a US mailing address, they can apply for this opportunity.

5. Question: Whether we need to come over there for meetings?

Answer: In person meetings are not a requirement.

6. Question: Can we perform the tasks (related to RFP) outside USA?

(like, from India or Canada)

Answer: See response to question 4.

7. Question: Can we submit the proposals via email?

Answer: As stated in Sectoin 5.1.1, we are unable to accept proposals via email.
