About this file
The document provided is a Response to Offeror's Questions regarding a Request for Information (RFI) issued by the South Dakota Department of Social Services (DSS) for a Third-Party Administrator (TPA) system and services for the South Dakota Medicaid program. The RFI is focused on the Medicaid expansion population, and DSS intends to award a contract to a vendor that can perform as many of the TPA functions as possible in the most cost-effective manner. The RFI responses must be received by 5:00 pm on Friday, February 3, 2023, at the specified address or via email to the Point of Contact.
The document also provides additional details regarding the RFI, including that DSS has not determined the timeline for a solicitation release, and that vendors may describe their capabilities to extend the work to the traditional Medicaid population if they feel it would be helpful. The RFI categorizes five functions of third-party administration, and DSS is open to responses that focus on one or more of these categories.

To: All Interested Vendors Re: Responses to Questions Received
*Is there expected to be a short turnaround for a solicitation release?
Undetermined at this time.
*Is the intent of the RFI to address the pool of Medicaid expansion only? If so, will expansion members be administered as a separate pool from current Medicaid members?
SD DSS intends for the TPA contract to be focused on the Medicaid expansion population. If the vendor feels that it is helpful to describe their capabilities to extend the work to the traditional Medicaid population, they should do so.
*The RFI categorized five functions of third-party administration. Will the State entertain responses that focus on one category, for example Prior Authorization?
SD DSS intends to award a contract to a vendor that can perform as many of the functions as possible in the most cost-effective manner.
