About this file

This is a Q&A document from the South Dakota Office of Procurement Management and Division of Behavioral Health regarding RFP13181 for Substance Use Prevention Services Rate Study. The RFP seeks a vendor to conduct a rate study of substance use prevention services, with proposals due by 5:00 PM CST on March 13, 2025. The contract period runs from April 1, 2025 to August 31, 2025. The scope includes analyzing current prevention services that fall within the 6 Center for Substance Abuse Prevention (CSAP) strategies, along with miscellaneous expenses like travel, program evaluation, administrative costs, professional development, and coalition operations support.

The state has allocated a budget of $250,000 or less for this project. The study will focus specifically on state-funded substance use prevention services through the Department of Social Services and does not include Indian Health Service or tribal entities. While a previous rate study was completed in January 2024 for treatment services, and a workgroup explored prevention rates in 2022, this will be the first comprehensive rate study specifically for prevention services. The state indicates they have existing program data available and typically receive good survey response rates from prevention providers. Due to funding and timing restrictions, the project timeline cannot be extended beyond the August 31, 2025 end date.
