About this file
This document contains questions and answers from potential respondents regarding RFP#24RFP10766 for Health Plan Actuary and Benefits Consultant services issued by the South Dakota Bureau of Human Resources (BHRA). The RFP seeks a consultant to provide actuarial and benefits consulting services for the South Dakota State Employee Health Plan (SDSEHP), with questions submitted prior to the January 24, 2025 deadline. The incumbent firm, Marsh & McLennan Agency, LLC, has held the contract since April 2020, and the state has expressed satisfaction with their services.
The current contract structure involves a flat annual fee paid in 12 monthly installments, with recent amounts of $460,000 for FY22-23 and $462,474.11 for FY24. The state prefers to maintain an annual fee structure rather than hourly billing rates, though contracts typically include a "not to exceed" clause. Key services include IBNR estimates (formal letter required by mid-August), benefits communications development (including benefits guide and online flipbook), and attendance at vendor review meetings and legislative testimony as needed. The state utilizes Wellmark as their TPA for medical claims processing and does not engage in direct provider contracting. The document also includes a comprehensive chart of current vendors and their contract periods, with several major contracts including medical, pharmacy, and virtual services scheduled for RFP in FY2026.
