About this file

This is a Response to Offeror Questions document from the South Dakota Department of Labor and Regulation (DLR) regarding RFP #24RFP11965 for Reemployment Assistance Fund Accounting Software Modernization. The project involves migrating the current mainframe-based fund accounting system to a modern cloud-based environment, with Microsoft Azure being the preferred platform. The current system utilizes ADABAS, Flat Files and VSAM databases with COBOL and Natural programming languages, and CICS Screens. The system must integrate with various payment processors including Wells Fargo Bank, ASAP, Elavon & Converge, and EFTPS, while supporting 6 user roles with 5 levels of access.

The state has not specified a budget range or go-live date, though July 1 (start of fiscal year) would be preferred. The state will provide access to existing Azure resources rather than requiring new provisioning. Data migration involves approximately 5-8 GB of decompressed data with known quality issues requiring cleansing. Security requirements include FedRAMP and NIST compliance, SSO, MFA, and PCI & NACHA certification. The system must maintain records for 5 years and support both PII and financial data protection. Proposals will be evaluated based on implementation approach, ease of use, and value-to-cost, with both perpetual and subscription-based licensing models being considered. The state prefers a combination of instructor-led and self-paced training for the 6 system users.
