About this file

This is a Frequently Asked Questions (FAQ) response document issued by the South Dakota Department of Health, Division of Healthcare Access, Office of Rural Health and Emergency Services, in response to offeror inquiries regarding Request for Proposals (RFP) #26-09RHT-018 for Regional EMS Hub Development and Oversight Consultant services. The RFP seeks a contractor to develop and oversee regional Emergency Medical Services hub models statewide as part of the Rural Health Transformation initiative. Eligible applicants include individuals, organizations, firms, and other legal entities, including county EMS organizations, provided they meet all RFP requirements and register as vendors through the State's Bureau of Administration procurement system. The contractor selected will provide strategic planning, technical assistance, and implementation support to address workforce shortages, extended response times, and fragmented coordination across South Dakota's EMS system. Proposals were due June 1, 2026, at 5:00 PM Central Time, with an anticipated award decision on June 18, 2026. The contract performance period runs from July 18, 2026, through October 30, 2027, with three optional one-year renewals contingent on funding availability and performance.

The RFP is intended to support a single contractor capable of addressing the full scope of work, though offerors should carefully review requirements to align their qualifications with identified objectives. Submission of an application does not disqualify organizations from applying for future Rural Health Transformation funding opportunities; however, applicants must disclose any overlapping RHT funding applications to ensure coordination and avoid duplication. The document clarifies that compensation for volunteer training attendance and purchase of simulation trailers, vehicles, or mobile training units are not allowable uses of funding under this RFP. The contract is funded entirely through Centers for Medicare & Medicaid Services (CMS) and Health and Human Services (HHS) federal funding, with up to $8,000,000 available in the current federal fiscal year for the Enhancing Sustainable EMS initiative. The final contract amount will be determined through negotiation and may extend across the full contract period. Cost proposals must include detailed personnel costs with salary, fringe benefits, and time allocation percentages, travel and training expenses reimbursed at state per diem rates with advance approval, and other allowable costs such as supplies and contractual expenses. The contractor must maintain commercial general liability insurance ($1,000,000 per occurrence), professional liability insurance ($1,000,000), business automobile liability insurance ($1,000,000 per accident), and workers' compensation insurance as required by South Dakota law.

We appreciate the time and effort of all interested parties in submitting questions related to RFP 26-09RHT-018.

As outlined in the RFP, questions regarding this solicitation must be submitted through the designated process to ensure fairness and consistency.

The South Dakota Rural Health Transformation (RHT) Project, Enhancing Sustainable Emergency Medical Services, values your engagement and interest.

The questions and responses below are provided to ensure fairness, clarity, and transparency for all applicants or interested parties.

Question 1:

Who is considered the “contractor” for this RFP? Are you seeking a single individual or an organization? Additionally, would an entity such as a county EMS organization qualify as a contractor?

Answer:

For the purposes of this RFP, the “contractor” refers to the entity that will enter into an agreement with the State of South Dakota to perform the work outlined in the Scope of Work.

Eligible applicants may include individuals, organizations, firms, or other legal entities capable of meeting the requirements of the RFP. The State is not prescribing a specific type of applicant; however, the selected contractor must be able to demonstrate the qualifications, capacity, and experience necessary to successfully carry out the project.

Applicants must be registered as a vendor through the State’s Bureau of Administration (BOA) procurement system in order to submit a proposal and, if selected, enter into a contract.

An organization such as a county EMS entity may qualify as a contractor, provided it meets all eligibility requirements outlined in the RFP and is able to fulfill the contractual obligations.

Question 2:

Is the intent of RFP #26-09RHT-018 (Regional Hub Development and Oversight Consultant) to award a single vendor responsible for all components of the project, or is there an opportunity for multiple vendors to collaborate? Additionally, can vendors submit proposals focused on a specific area of expertise (e.g., data and technology), or is this RFP intended for organizations that can address the full scope of work? How does this RFP relate to other RHT-related RFPs, such as those focused specifically on data and technology?

Answer:

Yes, RFP #26-09RHT-018 is intended to support the development and oversight of regional EMS hub models, which involves a broad range of activities as outlined in the scope of work. Offerors are encouraged to carefully review the RFP requirements and determine how their organization’s qualifications and experience align with the identified objectives.

Question 3:

If an organization submits an application under this RFP, will that disqualify the organization from applying for or participating in future Rural Health Transformation (RHT) funding opportunities?

Answer:

No. Submission of an application under this RFP does not disqualify an organization from applying for or participating in future Rural Health Transformation (RHT) funding opportunities, including future RFPs or RFAs administered by the State of South Dakota.

Applicants are required to disclose any other RHT funding opportunities applied for through the State of South Dakota or other states, including any potential duplication of funding or overlapping activities. These disclosures are reviewed to help ensure coordination, avoid duplication of services or funding, and support appropriate review of all applications.

Eligibility and funding decisions for future opportunities will be based on the specific requirements, scope, and review criteria outlined within each individual funding announcement.

Question 4:

Would offering compensation to volunteers for attending training be an allowable strategy to help incentivize prospective volunteers?

Answer:

No, offering compensation for training attendance falls outside the scope of this RFP.

Question 5:

Is the purchase of a simulation trailer, vehicle, or other mobile training unit an allowable use of funding under RFP #26-09RHT-018 to support training hub expansion?

Answer:
