About this file

This is a Response to Offeror Questions document issued by the South Dakota Department of Social Services, Office of Procurement Management, regarding RFP 19777 for the South Dakota Central Region Prevention Coalition Development program. The RFP seeks qualified providers to establish or expand community-based prevention coalitions serving one or more of 24 priority counties in South Dakota. The coalition must deliver evidence-based substance use prevention and mental health promotion services, implementing six CSAP strategies and following the Strategic Prevention Framework. Key deadlines include a non-binding Letter of Intent due April 15, 2026; offeror questions due April 22, 2026, with State responses by April 29, 2026; and formal proposals due May 14, 2026, at 5:00 p.m. CDT. The anticipated award decision is scheduled for June 12, 2026, with the three-year contract commencing June 22, 2026, through May 31, 2029, operating on the state contract year (June 1 through May 31) for subsequent years contingent on performance and available funding.

The total available funding for the first contract year is up to $135,886.00, with mandatory allocations requiring at least 60 percent ($81,531.60 minimum) dedicated to substance use prevention activities and a maximum of 40 percent ($54,354.40) allocated to mental health promotion services. Billing rates range from $12.00 to $15.00 per unit, with one unit equaling 15 minutes of staff time. Indirect costs are permitted for Resource Development, Administrative (5 percent maximum), Ancillary (5 percent maximum), Evaluation (10 percent maximum), and Travel expenses. The specific response addressed in this document clarifies that budget increases may be requested for Years 2 and 3 if staffing or programming needs expand, though such increases are not guaranteed and depend on successful program implementation and available funding. Successful offerors must maintain accreditation by the DSS Office of Licensing and Accreditation and employ or work toward employing Certified Prevention Specialists or Prevention Specialist Trainees.

Questions and Responses

PROPOSALS ARE DUE NO LATER THAN MAY 14TH, 2026 BY 5:00 PM CDT

RFP19777 BUYER: Department of Social Services

POC: Kirsten Blachford Kirsten.Blachford@state.sd.us

Q1: With the ability for potential funding opportunity renewal for Year 2 and 3, will budget for year 1 be the same for year 2 and 3 or will we have the ability to adjust the budget based on the changing coalition needs? Example: If the coalition staffing needs increase due to expansion of programming and increased community building efforts, could personnel hours be increased or an additional SAPPST staff member be able to be added to the budget for year 2 and 3 or an increased budget for speaker fees/event.

A1: Budget increases may be requested but are not guaranteed, dependent on successful program implementation and available funding.
