About this file

This is a Questions and Responses document issued by the State of South Dakota's Office of Procurement Management for RFP #18066, which seeks proposals for South Dakota Central Region Prevention Coalition Development under the Division of Behavioral Health. The RFP solicits services including the 6th grade Natural Helpers program, 7th and 8th grade Good Relatives Circle program, and the Tiospaye Kin Iglukininpi Program. Proposals are due December 1st, 2025 by 5:00 PM CDT. The document addresses six questions from potential offerors regarding proposal formatting, required sections, non-discrimination attestation statements, accreditation status procedures, previous service project documentation, and cost proposal components.

Regarding pricing and cost structures, offerors may include a 5% indirect rate calculated on total costs associated with Information Dissemination, Education, Community Based, Environmental, Problem Identification and Referral, Alternatives, and Resource Development line items. Allowable and non-allowable costs are detailed in the SUD Billing Code Descriptions and MH Billing Code Descriptions tabs within the Cost Proposal Template; specific questions regarding door prizes and food purchases should be verified against these billing code documents. Previous or current service projects performed must be included as an additional section within the proposal rather than as a separate document. The point of contact for inquiries is Kirsten Blachford at Kirsten.Blachford@state.sd.us. Accreditation status inquiries can be initiated through an online form at https://olapublic.sd.gov/behavioral-health-inquiry/.

Please refer page 7 and 8 of the RFP for appropriate section numbers for the 3.0 Scope of Work section. Office of Licensing and Accreditation will reach out to schedule a phone call to discuss the process.

Q4: RE: 4.3 previous/current service projects performed - Under which heading in the RFP would this need included? Or is this a separate document

A4: An Offeror will have this as an additional section in the proposal.

Q5: RE: 7.0 Cost proposal - Are there any strict non allowable funds, specifically door prizes, and/or purchase of food. I was not able to find anything in the RFP but want to be sure.

A5: Please refer to the SUD Billing Code Descriptions tab and the MH Billing Code Descriptions tab within the Cost Proposal Template for what is allowable and non-allowable.

Q6: I am wondering if Indirect costs are allowed as we will have a hefty premium to cover all the insurances required in the RFP. I am not seeing a specific indirect cost line item in the Cost proposal template

A6: Yes, a 5% indirect rate can be included in the cost proposal. This is 5% of total costs associated with the Information Dissemination, Education, Community Based, Environmental, Problem Identification and Referral, Alternatives, and Resource Development line items.
