About this file
This is a Questions and Answers document for RFP 25RFP17816 issued by an unnamed State Division for captive insurance review and training services. The RFP requests annual training delivery through either in-person or virtual methods, with the vendor determining the appropriate delivery method and explaining the approach in their proposal. No specific number of hours or sessions is mandated for the annual training requirement. The current contractor is responsible for providing this training under the existing engagement, and the previous contract details are available on open.sd.gov at the referenced link (DocID=23-1000-042).
Regarding submission and evaluation procedures, vendors may submit cost proposals as separate documents either in the same or separate email as the technical response. The multi-cost proposal language referenced in Section 5.2.4 is standard boilerplate language more suitable for construction contracts where vendors may bid on multiple jobs within a larger project. The Division will not assign weights to evaluation criteria listed in Section 6.1 and reserves the right to provide or withhold feedback to individual offerors after RFP conclusion. Certificates of insurance required under Section 2.6 may be submitted after contract award rather than with the proposal submission. The previous contract, including its scope of work, can be accessed through the state's open contracting portal for comparison with the current RFP scope.
