About this file

This document is a Request for Proposals (RFP) issued by the South Dakota Board of Nursing to procure services for administering a Certified Nurse Aide (CNA) Knowledge Exam, with the RFP number 26-0920600-006. The contract is set to begin January 2, 2026, with the state having the option to renew annually on June 1 under the same terms for eight years. The vendor will be responsible for developing and administering an online, proctored knowledge exam that meets specific state requirements, including the option to administer the exam orally. The Board seeks a vendor to coordinate exam administration, score exams, report results to candidates and the Board, and provide exam resources.

The RFP indicates that fees will be collected directly from test candidates by the vendor, with no invoicing to the state. The Board provided historical exam volume data, showing 1,314 candidates in 2023, 1,527 in 2024, and 1,263 in 2025 to date. The proposal evaluation will use a point-based system, with a maximum of 100 points assigned to certain criteria areas and 60 points for others, focusing on specialized expertise, resources, past performance, project management techniques, and ability to handle project constraints. The vendor must submit both electronic and paper copies of the proposal, with a separate sealed envelope for the cost proposal, and must address specific statements related to business practices and certifications.
